Maybe you can work around the problem in a different way.
Ideas:
* Login as the user, e.g. try ssh.
* Use no passphrase
* Use a pinentry that uses X11
* temporarility change ownership of the tty

(As you can see, I'm a bit guessing widely, but maybe there is a hint in there 
for you.)
