You installed GnuPG 2.2.4 in /usr/local, but you still have an older version in /usr.

Everything works fine in the terminal because your shell finds the newer /usr/local/bin/gpg, but Enigmail is still using /usr/bin/gpg2 (as you can see in the error message, which includes the exact command used to invoke gpg).

You must configure Enigmail to use /usr/local/bin/gpg (in the "Preferences" dialog, "Basic" tab, override the default setting).
