No it seems they don't talk to eash other (keys.openpgp.org <->
hockeypuck servers)
The key in question has been on hockeypuck (so, ubuntu.com, pgp.eu)
for a long time.
For example, your public key is on hkps://keys.openpgp.org but it's
not on hkps://keyserver.ubuntu.com or hkps://pgpkeys.eu or
hkps://the.earth.li
