NCP2 then?

There are some quick and easy steps that could be used to start such a
policy:
- if it only involves debian-specific packaging (i.e. files in the
debian/ directory of the package), make it conditional if needed and
submit it to Debian|Ubuntu through BTS|launchpad.
- if it only involves build (i.e. makefiles, autoconf, automake, etc...)
submit it upstream, while informing the Debian|Ubuntu maintener about it.
