Lets start from this, and all the way down, I'll try to answer and will
ask you to open tickets one per issue.

I'm not sure what is causing this. On one hand, we are missing I18N and
G11N stuff. (they yet to be open sourced before June). But on another
hand, if you have a strong feeling that problem is not related to
missing locales, than it worth to open new ticket. (I think you could
copy binaries from SX)
