Ehm ... thanks for your bug report, :-) ... I'm a bit puzzled though because I couldn't find this line in gnustep-make's CVS or 1.11 ... Can you point me to the .tgz or CVS version you used that contained those lines ? I don't know. :-) You are certainly right that it shouldn't be prefixed with $(HEADER_FILES_DIR), and in fact ... well it isn't ... and I tested it briefly and it all works for me. Possibly it's a locally modified version (to work around some other problem maybe ?) ?
