Here's how it works. When you checkout /devmodules you will checkout /devmodules/core. Now, /devmodules/core has properties set on it to checkout svn+ssh://svn.gna.org/svn/gnustep/libs/gui/trunk (etc..) So, if you are not a developer (and thus do not have svn+ssh access), you will need to checkout /modules and -NOT- /devmodules.
