perhaps. The only thing I know is that it used to work the same mingw
install. I implemented utf8, latin1 and windows CP support and they all
used to work, now the latter is broken.
This mingw was very "stable" so I am a bit weary to upgrade... not all
mingw installs are equally lucky!

Best you can do is switch to a different version of iconv. Or rather
use a newer MinGW release for GNUstep.
