Iran currently has no formal copyright relations with the US or, more broadly, with WIPO. While I'm no fan of WIPO this does make it difficult, from a legal standpoint, to interpret the status or effect of any assignment or disclaimer from any country which doesn't have such relations. Please understand that I, personally, would welcome your contributions but we are bound by the limitations of the FSF since GNUstep is a GNU project. I'm still awaiting an official reply from Donald, but the above is my guess as to the reason why he said what he did.
