Yes, there is no Startup in svn root:
http://svn.gna.org/svn/gnustep/modules/
I've added tools/startup. See:
http://ftp.gnustep.org/pub/daily-snapshots/startup.current.tar.bz2
Beware: it is a lowercase 's' in startup.
