We are trying to use the KTLS feature on Ubuntu 22.04, which includes gnutls 
version 3.7.3 by default. However, the default package provided by the 
distribution has the ENABLE_KTLS flag disabled. It appears that the only way to 
enable it is by compiling gnutls with that flag. I would like to understand why 
this flag is disabled by default and why distributions do not enable it in 
their default packages.
