On Windows XP Professional, graph seems to work well. E.g. the second of
your commands, produces a valid gif file (a pink square within the unit
square). Also with spline.xout from src/plotutils/test, graph -T gif
<spline.xout >spline.gif, produces a valid gif file.
Although the behavior of graph is affected by environment variables (see the
documentation), none seems necessary for a proper functioning.
So I gather the problem is related to a specific server condition.
