DEVICE=ANSI.SYS in the config.sys attached to your cmd.exe startup shortcut. This is a relic from MS-DOS; still works in Win2K, but don't know about WinXP. You may need to create the shortcut as a reference to an old MS-DOS program initially, to expose the config.sys feature, then change the command line.
