That is not entirely true. I forgot to mention that when you call 
setlocale(LC_ALL,
""), it is from the thread locale that the C library sets up its locale. (Before
calling setlocale(LC_ALL, "") the locale of the C library is the default "C"
locale, which is like en_US.)
