You don't need the execute bit, certainly not on other group (644 is a good enough mode). What you have set is seriously dangerous.
I'd suspect that if the problem is not permissions, its likely a bad zip file. "unzip -t file.jar" on the jar file will indicate if there's a problem with the jar. Re-downloading it should work in such a case.
