Hugh, I'm not sure about this but I believe that a new user will become admin automatically if there is *no user* in the system who has the "Go System Administrator" role.
So, if you choose a user and click on "Roles" and add them to the (marked in yellow, I think) "Go System Administrator" role, it could do the trick.
