If you make one (any) user a System Administrator <https://docs.gocd.org/current/configuration/managing_users.html#managing-go-system-administrator-privilege>, it should do what you want. Currently, no one is admin - so it makes everyone an admin.
Gitlab: Have no direct experience. Should be possible to model it - but not much has changed around branch support, afaik. GoCD has always encouraged trunk based dev, and so anything which goes away from that probably feels unnatural in it.
