Hard to be sure, based on the info you've provided. But, the plugin has the
capability to define uniqueness of a material (see "part-of-identity" in
the docs
<https://developer.gocd.org/current/writing_go_plugins/scm_material/version_1_0/scm_configuration.html#response---from-the-plugin>).
I would look at the plugin first.
