Using the YAML config repo was an attempt to find a solution to the problem. I'm not sure how templates or parameters could be used to solve the problem - I basically have a single job I need to run with multiple environment variables. I could create a template with a single stage, job, and task but I'd still need to trigger a pipeline using that template with every desired combination of parameters.
