It's unclear, but it looks like you're trying to do a `docker run` from within a task. You'll need to see whether the user that the GoCD agent is running as, has permission to run docker. Usually, it runs as the "go" user. You might need to add that user to the docker group, or run it as a user who has permission to run it.
