Ras, are you working on both the template and the pipeline simultaneously on different tabs? If yes, then after adding the parameter in the pipeline, try refreshing the tab where you've the template page. GoCD doesn't auto-sync the pipeline / configuration automatically across windows in a browser. They're loaded on page load and the validations are done based on that.
