Looking at the code <https://github.com/jruby/jruby/blob/3a3d2c6f9394e43f5b337d2e2c96e8ec8ebca34a/lib/ruby/stdlib/tmpdir.rb#L26>, I can see the tmpdir module is sniffing around for possible temp dir locations that is writable and bailing out because it could not determine one.
