Our current install is having issues with jobs trying to match agents. The doc indicates that job/agent label matching is case-insensitive per this doc <https://docs.gocd.org/current/configuration/managing_a_build_cloud.html#matching-jobs-to-agents>
"Note: Resource matching is *case*-*insensitive*" We continuously run into issues where people mistype and the job fails to find an agent until it matches exactly. This has turned into a bit of a support frustration. We did skip a few updates but are currently running 20.7.0. The prior version did not have this issue, afaik. Is this a bug?
