site down a few days ago because it is now causing confusion. This was the
documentation for the old commercial add-ons and was left-up for the last 2
years to support previous customers while people migrated/upgraded to later
versions. If you saw a message "You can get the PostgreSQL add-on
for GoCD by contacting support" on that site, you can ignore it. If you saw
it somewhere else, please share the link and we'll fix it 😀

To specifically answer your questions:

It *used to be*. It was fully open-sourced and integrated into core GoCD in
20.5.0 release in June 2020. The open-sourcing and "making free" of
PostgreSQL support is one of the reasons a DB migration 20.4.0 -> 20.5.0
was necessary, and why the https://github.com/gocd/gocd-database-migrator
tool was made available.

It's not required. You already have PostgreSQL support built-in to GoCD
20.5.0+. 👍

Probably not. 😀 If you are running (or testing an upgrade) from a
container (which is my guess from the path you suggest) you'll want to
mount or store the file into */godata/config/db.properties*. I imagine
that's why it's not picking it up. Normally in a container the /godata
folder would be something you would have mounted as a persistent volume as
this is where your config history, plugins, h2 database, logs etc are
stored.
