It depends how and which platform you installed/upgraded your server or
agent, but usually this happens when folks are overwriting the pre-packaged
wrapper.conf with a version from an earlier release (or one they have
customised) rather than including their customisations in the separate
wrapper-properties.conf. This can mean you are rolling back the license key
rather than picking up renewed ones.

I would compare your wrapper.conf with that in the original package and
restore to its original state, moving any of your custom properties or
overrides into the separate wrapper-properties.conf that sits alongside it
and is merged together at startup.
