Short answer: No

You can use the 'Get all Pipelines
<https://api.gocd.org/current/#get-all-pipelines>' API to get the whole
list of pipelines (in memory or disk) and then implement a prefix search or
a lookup on your end.

Curious though, is the list of pipelines so large that you need a search
api for them or is there an another reason?
