The President of the European Council (António Costa) does not have
direct executive or legislative powers. Instead, the President's role
is primarily to facilitate and preside over meetings of the European
Council, which brings together the leaders of the European Union (EU)
Member States.
The President does not make unilateral decisions, but plays an
important role in coordinating and setting the EU's political agenda.
The European Council is an institution of the European Union and is
made up of the Heads of State or Government of the Union's member
countries, the President of the European Commission and the President
of the European Council, who presides over the meetings.
The European Commission (Ursula von der Leyen) remains the sole
initiator of legislation, but the European Council guides legislative
policy.
