Dear Friends,
If it is any help, scholarships are always prospective and
/rarely/ retrospective.
As is well known, prospective means: "Forward-looking: The
application and decision process happen /before/ the academic period
the scholarship covers (e.g., applying for a scholarship in high
school to fund college tuition the following year)."
Perhaps an official clarification is in order.
