This is just to indicate that I do not share Joseph Randsell's worries
about the CalTech Proposal: This is a draft proposal and will be
revised to take informed feedback, including my own, into account.
I do not believe the proposed Consortium is a veiled attempt to find
new chains for the refereed journal literature; it is an attempt to
free it.
