Faculty? The authors in this study are not necessarily faculty. In fact, I think it is problematic to study faculty authors together with student authors. For student authors, mandates should be fairly effective, since they take it as part of the process. For faculty, I agree with you, it's just another bureaucratic task. It does not have to be like that. IRs fill if they appeal to faculty's' sense of self-promotion. This is what makes RePEc archives so successful.
