Just received this tweet from Clayton Christensen (Harvard Business School
Professor and author of The Innovator's Dilemma):
“To understand a company’s strategy, look at what they actually do rather 
than
what they say they will do.” MailScanner has detected a possible fraud 
attempt
from "t.co" claiming to be http://buswk.co/IU2zss

Now apply this to scholarly communication. Where are the resources spent? If
your strategy is open access, spend your resources on open access. That's what I
was trying to say. Unfortunately, not as succinctly.
