Because of the timing of the two announcements -- and the fact that the UK
announcement (which will be released on Monday but was drafted several
weeks ago) already mentions the new Netherlands Gold OA policy.

(No coincidence: both the UK and the publishers' lobby have been lobbying
feverishly for the UK Gold policy, in order not to leave the UK the only
one backing it; now they've managed to recruit another gull in the
Netherlands, not coincidentally the other journal fleet publishing capital.)
