The irony of the game was that, Ronaldo's goal came off an unlikely error
from Kahn, after the latter had thwarted some brilliant moves of the
Brazillian offense.

The Europeans continue to dissappoint me. With unimaginative midfielders,
they deserve to be relegated as they were in this World Cup. Portugal was
a team that I expected a lot from, but if you lose to the US, you deserve
what you get.

Overall, I was glad to see that teams that were content to defend were
punished by the opposition. I have long held the belief you cannot hold
off any team for 90 minutes, yet coaches seem to have the attitude that
allows the opposition to control the tempo and play in your own half.

El Hadji Diouff and Hasan Sas were players that really impressed me the
most. Diouff's moves were just a beauty to watch. Marlon, if your Germany
has any hope in 2006, they need to import players life Diouff, Sas, Ortega
and Basturk.

With the World Cup now over, let us now return to the lament called India.
Will we ever get to the level of the World Cup? I guess we could hire
Milutinovic and try. He is free now and has worked wonders with other
teams in the past.

Multinovic was Indian coach long before he took the other teams to the
World Cup! The Indian football administration is a political setup,
with folks from Bengal dominating. I think that only the Tata football
academy has done a few things to try to improve the standard of
football in India.

Years ago even the national team selection was biased in favour of
West Bengal. There were rumours in Goa that at the international
level, the Bengal players did not pass the ball to players from other
states during the game! The big teams from Bengal --Mohun Bagan, East
Bengal and Mohameddan Sporting, used to acquire good players from
other states and keep them on the bench!! That way, other good teams
in the country could not use their services.

new exhibition entitled BREAKING THE SILENCE (Montreal - from July 4 to July
30, 2002)  to Goans all over the world.   While we should never deny our
sense of pride in being Goan, let us not be confined by our culture but add
to it,  break the barriers and expand the definition of creativity by noting
what occurs between our inner world and our outer world.    We can do this

The best day at all was Sunday, May 12, 2002 (270 pageviews), while 
Tuesday, May 28, 2002 (1 pageviews) was a realy poor day.

Most people visit us on Sunday with a total of 647 pageviews, while Friday 
is not really our best day with a total of 236 pageviews. In average, our 
best hour (with) 323 pageviews ) is at 0 o'clock , while only our

Hi Cecil -

I'm really sorry that the filter causes you so much grief!  As for the list of
words, I've never seen it myself.  While I can't promise that I know EVERY word
which is on it, I can certainly tell you SOME of the words.  If you like, I'll
send the ones I know in a private email, with Ariosto's permission of course!

WRT my overriding a filter, that's sort of true.  I CAN override a filter but I
don't recall if I ever have.  I prefer to send the post back to the sender with
a short explanation of what went wrong, and then, if asked, I can override the
filter.  I don't believe that I've ever been asked though.

Again, I'm sorry you're so tweaked over the filter.

'Amendment has diluted provisions of NDPS Act'

The amendment to the The Narcotic Drugs and Psychotropic Substances (NDPS) Act
has proved to be a blessing in disguise for drug offenders, since it has 
diluted
the provisions of the NDPS Act, 1985 and made the punishment less stringent,
resulting in the decrease in the number of seizures made by the Anti 
Narcotics Cell (ANC).

Preparing to celebrate the Anti-Drugs Day on June 26, DySP Mr Fintan DeSouza
disclosed that the amendment has diluted the provisions of the NDPS Act, 1985
and made the punishment less stringent with every likelihood of the accused
being released on bail, jumping bail, threatening the witnesses and even
restarting the drug dealing activities.

Under the NDPS Act, 1985 any person who contravenes the provisions of the Act
possessing more than 25 grams of charas was liable for punishment of 10 years
rigorous imprisonment plus fine of Rs 1 lakh and for possession of less than
25 grams of charas the imprisonment was for six months, but as per the NDPS
Amendment Act, 2001, the minimum quantity has been enhanced and
classified into three categories.

The NDPS Amendment Act, 2001 classified the quantity of drugs into small 
quantity,
commercial quantity and quantity in between these two categories, besides 
increasing
the small quantity from 25 grams to 100 grams in respect of charas and the 
commercial
quantity upto 1 kg. The punishment for possessing the small quantity was 
six months
imprisonment or Rs 10,000/- fine or both. The punishment for quantity less 
than commercial
quantity but greater than small quantity, was ten years rigorous 
imprisonment and
fine of Rs.1 lakh and the punishment for commercial quantity was twenty years
rigourous imprisonment and a fine of Rs.2 lakh.

The NDPS Amendment Act, 2001 has provided the right to bail,
while earlier under the NDPS Act, 1985 the offences were non-bailable
and the accused were not released on bail while undergoing trial.

"Further it has been observed that most of the drugs are seized from 
foreigners
and in the coastal areas. While in the nineties, the drug offenders arrested
were mostly British nationals, it has declined with Nepalis and Israelis being
the main drug dealers arrested," Dy SP (ANC), Mr DeSouza mentioned.

"The claims that drugs are being distributed outside the school and college 
premises are false,
as the ANC undertook undercover checks to ascertain the truth and discovered
that the stray cases of drugs consumed were mainly out of experience and 
curiosity,
similar to that consumed by Indian tourists frequenting the rave parties.

The ANC mostly went after drug dealers or else could have been a huge haul
of drugs to boast about," he stated. Replying to accusations of the ANC 
planting drugs
on the person of the accused to extort cash (mostly from foreigners),
Dy Sp Mr DeSouza clarified that while he termed the allegations as baseless,
"the provisions in the NDPS Act, 1985 has led to stringent and meticulous 
operations by the ANC,
wherein the presence of a magistrate or a gazetted officer is required for 
the search of the accused,
if the accused so desired.

The ANC were also required to weigh the quantity of the drugs seized and 
seal them
at the scene of the offence and present their report to the magistrate.
This resulted in a good conviction rate, as in the year 2000, of 19 arrests 
2 were acquitted,
with almost 80% pending trial".

Meanwhile, in celebration of the Anti-Drugs Day on June 26, the ANC has plans
to depute their officers to deliver talks on drugs awareness in various 
schools and colleges
in the state. Besides, the ANC has also distributed stickers and posters to 
all the police stations
in the state warning about the evils of drug consumption and the penalty 
for possession of drugs.

All Churchillish?

DEFEATS NOTWITHSTANDING, IT'S not all gloom it seems for Churchill Alemao.
In fact, the 15-day ex-Chief Minister, can draw consolation from his very
nemesis - Francisco Mickky Pacheco.

Mickky, it seems, is drawing unparalleled inspiration from his foe, and
virtually aping the giant he killed from head to toe. From the jewelry on
all his fingers, the portfolios, to the cabin, PS and office staff.

Yes, the new MLA from Benaulim is indeed obsessed with a one-point
programme - imitate Churchill in anything and everything that he does.

Mickky has got what he asked for of the CM - tourism and sports portfolios -
the ones once held by Churchill.

Those - journalists and others - who closely watched this politician for a
couple of years, have confirmed he hardly wore more than two rings on his
fingers earlier. But now, Mickky wears as many as eight of them, inspired of
course by the giant he killed. He's also taken the cabin that Churchill
occupied once as a minister... and what's more... .the official that
Churchill took on as his private secretary too is now with Mickky, as are a
few other office staff.

Yes, Mickky has surprisingly taken on as private secretary Mr Anthony
Rebello, the one time Passport Officer, courtesy Eduardo Faleiro. For
readers who may not recollect who Mr Rebello is, well, he's that loyal civil
servant who drafted for Churchill in 1999 the famous 'Coca-Cola EL-TEE-DEE'
reply to a 'calling attention motion' on the water spat the soft-drink giant
and the minister had.

Wonder if there'll be more 'EL-TEE-DEEs' this time from the new master -
Mickky Pacheco!


Churchill blunder

THE STRONGMAN FROM Varca, Churchill Alemao, may not have much to smile about
the just concluded May 30 elections. For, the results have not just handed
him a humiliating defeat in his hitherto untouchable bastion of Benaulim,
but most of the Congress candidates he rooted for, barring of course his own
brother Joaquim in Cuncolim, too suffered humiliating defeats. Which means,
Churchill Alemao, who kept claiming that he was closest a Goan politician
could come to emulating Dayanand Bandodkar, has lost much, if not all, of
the 'esteem' he enjoyed in Delhi.

Churchill is believed to have cornered as many as five tickets for his
'followers' in the pre-election candidate selection negotiations in the
Congress. "Give the tickets to them and getting them elected will be my job"
was Churchill's much-echoed boast before the High Command. Four of the five,
including Churchill, lost.

And, as if that wasn't enough, at least one Congress candidate who pipped a
Churchill's man to the coveted ticket and whose 'certain defeat' Churchill
had confidently predicted, Babu Kavlekar, won an amazing victory defeating
Prakash Velip in Quepem.

Now, the 'leader' is crying foul, blaming other leaders for the loss of his
'leadership'.


Love's labour lost

IT IS THE fourth estate's job to keep a watchful eye. But who watches the
watchers? Sometimes, the watchers themselves don't do a good job in watching
after their own interests.

In the 2001-2002 Parrikar budget, a 'pension scheme' was announced for
journos amidst much fanfare. Never mind the question of whether the state
should be doling out taxpayers' monies for such a purpose.

Even if we agree that it's needed, then why was only five lakh rupees kept
aside for this purpose? There was also some confusion over who actually is a
'journalist' (or why should those newspaper employees who write be more
privileged than those who don't write, but are newspaper employees all the
same).

But this quaint tale has taken a new twist.

In the 2002-2003 budget, the total funds allocated to this 'pension scheme'
is a big zero. No comments (so far) from the press, no announcement from the
chief minister, who last year was quick to take credit.

Of course, if one criticises the government over this, the answer that comes
is that "additional funds" could always be allocated later. If so, what's
the purpose and intent of the annual budget?

Interestingly, another department which has virtually been fiscally wound-up
is the Department of Evacuee Property. In the year 2000-01, some Rs 11.5
lakh was spent on it - largely to pay salaries. There was the
politically-turned redundant Silva Commission of Enquiry (which cost almost
half a million rupees).

This year the total funds allocated to the Evacuee Property Custodian's
office is a big zero. Do we take this to mean that it is politically
convenient not to protect such property then?


Guv's role

WHAT DOES IT cost to have a Governor rule the state?

Out of the nearly Rs 150-lakh spent for the upkeep of the Raj Bhavan each
year, the 'emoluments and allowances of the Governor' amount to barely Rs
4.3 lakh.

(Of course, the 'household establishment' costs another Rs 48-lakh almost).

In these days of spiraling inflation, it reminds one of the time when the
salary of the President of India was just Rs 10,000 per month. With the
middle-class boom that India has seen, even any middle-level executive in a
prosperous firm would be better off.

That brings us to another interesting point: don't our legislators want
computers? It would seem so. In the year 2000-2001, only a total of Rs
79,000 was taken - by all the 40 legislators together - for advances to
purchase computers.

In the current year, there is simply no provision needed on this front. Or
are we so advanced in our plans for e-governance and building the cyberstate
that all this is simply superfluous?


Blundering media?

GOA'S CHIEF MINISTER, Manohar Parrikar, seems to be having a quaint grudge
against the fourth estate. Everybody seems to be approaching him with their
grievances, only after first going to the fourth estate!

And, it's not always that the print media airs these grievances correctly.

The latest example is of the 'anganwadi' workers. The press blundered in the
case of the 'anganwadi' workers, so claims the CM.

"I have audio-visual proof that the `anganwadi' workers have told me that
their problem is nothing like what you have reported," he told journalists.
