<1) Ms. Mascarenhas says the Editor has no right to censor a columnist's
writing. I strongly disagree. A part of the Editor's job is to give
direction to the newspaper's identity. This can be done only by censoring
and editing as required. The Editor is better qualified than the columnist
in predicting the far reaching consequences of any written material. The
Editor also has a responsibilty to his readers and his publishers to stick
to certain norms. For example if you had to explicitly describe a sexual
act, or incite youth to violence - would the Editor not be justified in
censoring, or even rejecting, such objectionable material? It is a family
newspaper and he will be held responsible. Even the topmost columnists in
the world have to go through some editing / censorship process. Why should
Ms. Mascarenhas think that she is an exception?>

You are wrong about this for several reasons: (a) there is no reason to
presume that the editor is better qualified in "predicting" anything. The
editor is not an omnicient being just because he/she carries a title. And in
any case, the editorial function is not one of prophesy. Moreover, in the
specific case of GT, the current editor has had NO prior editorial
experience. (I, on the other hand, cut my teeth as the youngest city editor
first in Caracas and then in Mumbai in the eighties, and feel I have some
degree of qualification in determining what is or is not publishable.) (b) I
repeat: an editor may discontinue the columnist, but not censor the column,
once the columnist has been engaged to write a regular column. This is
standard editorial practice around the world, and I am no exception.(c) The
editor is ONLY, as I already said in Censuring the Censors, supposed to
intercede in the event something the columnist writes puts the paper at
legal risk (slander, plagiarism, libel, obscenity,etc). However, this was
not the reason the Duck and Cover column was pulled; the reason given was
that the GT did not endorse my views. The entire purpose of having opinion
columnists is to present alternative views. Otherwise the paper becomes
sectarian, and this is not the purpose of a newspaper.

And let's be real: do you think a new editor with no experience would be
better at "predicting far-reaching consequences" than Vinod Mehta at
Outlook, or even Rajan Narayan at Herald, both of which printed the disputed
column, and both of which have a much higher readership than GT?

<2) Letters to the Editor are routinely edited all over the world for the
sake of clarity and brevity. I do not know what 'law' Ms. Mascarenhas refers
to.>

Most people are unaware of their rights regarding letters. Letters are fall
into the legal category of documents, as such they are protected by law, if
they are hard copy, and physically signed by the author. If you don't know
this, perhaps it is because you are not a lawyer? I suggest that you consult
for a legal opinion on this, if you are suspicious of my claim that letters
are documents.

<3) Ms. Mascarenhas objects to Gomantak Times giving CM Parrikar a regular
front column to place his views before the public. What's wrong with that?
Just because he is in power should he be denied his right to be heard? >

Opinion columns are supposed to appear on the op ed page of any serious
newspaper, not on the front page. The front page is for front page
reportage. If GT is just a sectarian tabloid, then let them openly present
themselves as such, and not call themselves a newspaper.

<Would Ms. Mascarenhas have objected if the leader of the Opposition had
been given such an opportunity? >

Yes, if it were on the front page, instead of the opinion/editorial pages,
and there were no counter views published.

<If Mr. Pratapsinh Rane wants a weekly column I am sure Gomantak Times will
oblige.>

What makes you so sure about that?

<If the readership of Gomantak Times would like to see his column every week
on the front page what is Ms. Mascarenhas'  problem?>

And what, precisely, makes you an expert on what the readership wants? Have
you conducted a poll? Has GT?

GT already has the lowest circulation in Goa. It is doubtful that by turning
it into a BJP mouthpiece they will retain their secular readers.The only
reason I wrote for them is because, under the previous ownership and
editorship, they were gutsy and independent.

<4) Ms. Mascarenhas chooses to post her war cry against censorship on
GoaNet. Is she aware that GoaNet has a filter in place that automatically
rejects posts which have any 'adult' words? Does she know that GoaCom,
whoearlier claimed they only hosted GoaNet, now admit that they maintain
this'adult' word filter and refuse to disclose what words are deemed unfit
by them? Does she know that the Internet (unlike a printed publication) is
all about freedom and GoaNet's filtering policy is the antithesis of all
this? Will she use her masterful language to question this stupid censorship
on GoaNet or will she just abide by the rules? It makes no sense to complain
that Gomantak Times censors - stuff and accept the fact GoaNet does.>

First of all, Goanet is not a newspaper, but a privately owned e-list.
Secondly, even newspapers control obscene language, which can be prosecuted
by law. Thirdly, this is the second time you have tried to mix up your
Goanet issue with my issue with GT and journalistic censorship in general.
These are totally separate issues and should be discussed separately. I am
not "at war" with GT; I'm not asking the public to boycott them, take out a
morcha, or lynch Khandeparkar for being incompetent. I am simply taking a
stand on my own, and opening the subject up for discussion. And, by the way,
that was a lot more than 4 questions, and most of them clearly defined in my
earlier submission.

Having braved the competitive arena of Goa's electioneering in its maiden 
attemptby fielding 8 candidates (4 in South, 4 in North) where money and
muscle power prevailed as never before in the 2002 Goa Assembly Elections,
it was no wonder that all its candidates lost their deposits. However, for
Goa Su-Raaj Party, unlike other parties  whose candidates  lost their
deposits, main among them being the President of the Maharashtra Gomantak
Party (MGP), Mrs. Shashikala Kakodkar,  it was not a defeat but a victory,
not a humiliation, but a commendation, not a loss but a thousand wins. 

By braving the 2002 elections before its time (2004), the nascent GOA
SU-RAAJ PARTY has shown to the electorate of Goa and to the world at large
(expat Goans) that it means business seriously. It has proven to the Goans
that elections can be fought without excessive money and that muscle power
has no place in the educated Goan society at large. It is little wonder
that goliaths like Congress and BJP has won 16 and 17 SEATS
respectively. One must consider the amount of CRORES OF RUPEES of public
as well as blood money they have spent for winning those seats. If the
Election Commission had implemented its CODE OF CONDUCT seriously and
diligently to deprived them  the use of spending this money , or making
use of the official government machinery, the results would have been
quite different. As for  the UGDP, it has been victorious only in the case
of one seat, that of Mathany Saldanha. And the credit does not go  to  the
UGDP,  but,  to the years of sincere work and efforts of this man alone to
identify the sores in the successive government administrations and their
agendas.  The other two seats have come by on the sole  merits of the
candidates, having ONLY the clout of muscle and money at their
disposal. The verdict of the People of Goa as far as NCP is concerned is
obvious. People of Saligao have shown, time and again,  that they respect
Dr. Wilfred D'Souza for what he is and not the Party he belongs to. 

For Goa Su- Raaj Party, the real work has begun the day after the election
results 2002 are  declared. It vigorously sought to learn from its
candidates,  who sacrificed their leisure and that of their respective
families, their precious time and their hard earned money to prove that
they  believe in what  Goa Su-Raaj   stands for. We can hardly assume that
they expected to win in the race where the 'artful dodgers' were at
play. And Goa Su-Raaj is totally grateful to these brave 8 men for their
sacrifices to promote its cause. Not wanting the effect of their good work
in their respective constituencies to  ware out, they have been eager to
carry on the good work of spreading the good news to the Goans that clean
politics is not dead yet. Therefore, to oblige them and in keeping with
the Party's future programmes, the first CONVENTION OF THE PARTY  has been
organized to be  held  on 4th. August- 2002  at T. B. CUNHA  Hall, Panjim
at 3.00 p.m.
 
The Convention will be an 'OPEN'  Convention where not only the members
will attend but it will be open to all  who want Goa's politics of  ODC
(Opportunism, Defections and Corruption) to end and who wish to usher in
the politics of GOOD GOVERNANCE.  Personages who have contributed towards
exposing the corrupt regimes and their agendas as well as  the press, the
media free-lancers, NGOs, SIGs (Special Interest Groups) and anyone who
would want to witness the message  that Goa Su-Raaj wants to send  to Goa
& Goans  shall be our invited guests.

The programme at this Convention is to put into actual effect, (but on
the mock-up basis to elect the 'SHADOW CABINET') ,  the Party's unique
democratic and transparent procedure of electing the Leader of its
Legislative Wing, and the members of the  CABINET'  which is sealed at
un-amendable 5 (FIVE ONLY) under the Party's constitutional provision
(Article 34). The nominees/contestants in this case will be the EIGHT
(8) candidates who contested on Goa Su-Raaj Party's tickets and the
Independent candidate the Party supported in the Taleigao Constituency. 

A VIEW OF THE PARTY'S  GRASS-ROOT ORGANISATION

(To be formally announced at the Convention)

1.. Eligible members from each WARD of each VILLAGE constituting the
CONSTITUENCY will be NOMINATED as 'WARD REPRESENTATIVE'

2.   The respective 'WARD REPRESENTATIVES' will elect from amongst
themselves  the 'VILLAGE REPRESENTATIVE' in keeping with the
constitutional provision. 

1.. The 'VILLAGE REPRESENTATIVE' will elect from amongst themselves the
'CONSTITUENCY PRESIDENT & the 'CONSTITUENCY SECRETARY' 

1.. The vacancies in the 'VILLAGE REPRESENTATIVES' following the above
election will be filled by appointing the 2nd. highest procurer of votes
in the election of 'WARD REPRESENTATIVES' 

1.. The vacancies in the 'WARD REPS' will be filled up by fresh
nominations. CRITERIA FOR  NOMINATING WARD MEMBERS:

1. Must be morally upright and possess leadership qualities. 

2.. Must be willing to contest local Panchayat/Municipal /Assembly

3.. Must be inclined and/or have affinity for  voluntary social service.
The 'CONSTITUENCY PRESIDENT' shall  be the Party's  Candidate to contest
Goa Legislative Assembly Elections.

Hi to all old friends,

Way back in 1994, Fifa kick-off, i remember Marlon appending
...> Germany .......> as the world champs, 1994 went by, then came 1998
and then 2002. Yes at least in 2002, Marlon got a glimmer of hope when
unexpectedly Germany managed a Final slot !. But alas that too was washed 
way, by one lucky and one brilliant goal by Ronaldo.
Watching the game, it was apparently that a good team (Germany) was
pitched against a icon filled Brazil. Ask a common man on the street
to name any world-class footballer, he/she will apart from Beckham
will name the 3 R's and a few other Brazilians !. The iconic status of
the Brazilian side was chiefly responsible for clouding the Germany 
confidence.

To all the soccer (er, I mean, futbol) fanatics out there:

Marlon's diatribe, following the outcome of the Final, was not surprising 
nor unexpected.  However, I was unsure whether his rant was a result of his 
frustration at the existing quality of German football or whether it was at 
his embarassment that the mediocrity of the German national team (Pete, you 
do not have to be polite; call a spade for what it is!) was displayed on a 
global stage!    :-)  Of course, a more sinister reason was that he was so 
mad that the Germans were unable to luck their way to another championship 
that he decided to get his kicks by stirring the pot on GN!    :-)

Speaking of sinister plots, here is another one for all you conspiracy 
theorists out there.  For all the bitching and moaning of the European teams 
that there was a conspiracy hatched by FIFA to favor an Asian team (remind 
me: who controls FIFA?), maybe there was a conspiracy after all, but to 
favor another European team!

After all, once the Azurris and the Spaniards were pushed out, who benefited 
the most from that outcome?  Good ole, Deutschland!  Considering that a 
German speaking Swiss is at the helm of affairs at FIFA, it's not too much 
of a stretch.   :-)  That would then explain why the Koreans were the 
"favored" Asian team, not the Japanese.  Imagine then the gall of Oliver 
Kahn to jump aboard this "anti-Euro" conspiracy wagon prior to the match 
with Korea!  Of course, he now also says that Collina is the problem since 
the bald headed Italian also happened to officiate the Champions final 
beween Munich and Man U when the Red Devils beat up on Kahn.  Of course, the 
simpler explanation could be that Kahn has a knack of coming short in the 
games that really matter!  That may be the real reason why Marlon was all 
riled up!     :-)

And now, as the Mike Meyers character would have said a few years ago on 
Saturday Night Live, "Talk amongst yourselves!"

GOA MAY PULL OUT OF TILLARI: The State government is faced with the 
question as to whether to continue investing in the Tillari Irrigation 
Project or to divert the funds to other projects with tourism potential 
which is the backbone of Goan economy. Speaking to reporters yesterday, 
Chief Minister Manohar Parrikar stressed that the need to re-think over the 
Tillari project was felt since it will ultimately turn out to be a white 
elephant. The government has already contributed Rs.280 crore towards the 
project which was estimated to cost Rs.800 crore in the year 1988-89. (GT)

SRIPAD'S PRIORITIES FOR GOA: "I want to speed up the process of the 
proposed Mopa airport in Pernem taluka, besides ensuring improvement at the 
Vasco airport. I will also make efforts to start a direct flight between 
New Delhi and Goa," said Sripad Naik�When the re-shuffling of the Union 
cabinet too place yesterday, North Goa MP Sripad Naik was back at the helm 
of affairsthis time though, appointed as minister of state for Civil

CHOPDEM-SIOLIM BRIDGE OPENING ON JULY 4: After overcoming numerous hurdles, 
the people of Pernem achieved two ambitious projectsKonkan Railway's Pernem 
station and Colvale Bridge on National Highway 17. The third ambitious 
project of Chopdem-Siolim bridge has reached the completion after dragging 
its feet for a decade. The government has declared that the bridge would be 
made functional on July 4. This will bring much relief to the people of 
entire Pernem taluka as well as Bardez and Sindudurgh district. (NT)

BAN ON USE OF PLASTIC BAGS: As the ban on use of plastic carry bags upto 40 
microns came into force yesterday, the North Goa District administration 
formed squads to conduct raids and seize carry bags, which do not conform 
to the norms. (H)

GOVT LEAVES PVT WORKERS HIGH AND DRY: A large section of employees from the 
private sector stands neglected mainly due to the failure of the government 
to revise the minimum wage scale for the past four years, stated 
Association of Indian Trade Union Congress president Narayan Palekar. (GT)

PARRIKAR DENIES: Chief Minister Parrikar yesterday denied having made any 
statement announcing year-long propagation of Konkani in schools at the 
function to commemorate Shenoi Goembab's anniversary recently. He clarified 
that he had stated that the real Goan culture (asmitai and not Konkani 
asmitai) would be propagated right up to the primar5y school levels. (H)

CAN TALEIGAO GET BACK PANCHAYAT STATUS? Taleigao MLA Atanasio alias Babush 
Monserrate, who is now the minister for Town and Country Planning, had 
promised in his election manifesto that Taleigao would be reverted to 
village panchayat status. Asked whether this can be done, the chief 
minister said "ultimately, it has to be approved from the legal point of 
view". (H)

"NATURAL FAMILY PLANNING": Little-noticed by most, Goa's Catholic Church is 
contributing to this state's declining population growth. It's doing so by 
imparting teaching to all of its flock getting married about "natural 
family planning" methods. (Frederick Noronha in Herald)

BEAUTIFUL DESPITE MENACE: Foul smell, flies, smoke, rodents, plastic waste, 
contaminated ground water et al have all but turned Sonsodo a virtual hell 
going by the situation. But not for the real estate sharks and builders, so 
it seems as evident by the land development taking place in the dump's 
vicinity. (H)

CUNCOLIM'S STRAY DOG PROBLEM: It's now nearly half a decade since the 
Cuncolim Municipal Council discontinued the services of a hired dog 
shooter. While this implied that the municipality did not kill a dog since 
then, the civic body failed to sterilize the strays, resulting in a sharp 
increase in the population of dogs. (H)

FAZAL COMPLETES 80: Governor Mohammed Fazal completed 80 years today (July 
2), which is also the wedding anniversary of the governor and Tasneen 
Fazal. (H)

"IN FAVOUR OF MOONLIGHT PARTIES": "I do not know much about the state of 
affairs of agriculture in the State," is the honest affirmation of the 
Agriculture minister Dayanand Mandrekar. Contrary to public perception that 
Anjuna-Vagator belt is ravished by free drug trade and the evil of 
moonlight parties, Mandrekar emphatically claims that he is all in favour 
of moonlight parties as it provides succour to the villagers. (H)

MALARIA CASES IN CANACONA: The Canacona Community Health Centre has so far 
recorded as many as 33 malaria cases this year. The Health Officer 
mentioned that 95 per cent of the cases reported this year are from the 
migrant labour community. (H)

FOUND IN A GUNNY BAG: Mystery shrouds the death of a youth, whose body was 
found in a gunny bag at an isolated place at Suktolim in the forest at 
Collem on June 29. The police recovered some bones and the skull besides a 
gunny bag containing nails and trimmed hair. (NT)
