Dear Fred and All:

Frankly, I don't think you should assume such a defeatist attitude :( 

I am sure most Netters and the A-Team will support me here for your 
extraordinary contributions to Goanet.

It is sad that this matter has been overly protracted, and seems to be never 
ending!  It has brought out the ire of many who, like me, feel that "freedom 
of expression" is equated to an open general license for holding all Netters 
captive. 

Even Eugene Correia, who once supported him, has posted the following:

It is common knowledge to all that Santosh Helekar has this assumed 
pseudonym, and this is tantamount to a personal slur against this gentleman :(

IMHO, the bounds of human decency have been exceeded and based upon Fred's 
request in the above referenced e-mail  I am also forwarding this to the 
A-Team for appropriate action.

I support Tariq's previous advice that it would be best for dissenters to set 
up their own "goanet3" or whatever separate lists and let us maintain some 
decorum and dignity on Goanet.

Catholic Church's stress on 'natural family planning' finds takers in Goa

PANJIM: Little-noticed by most, Goa's Catholic Church is contributing to
this state's declining population growth. It's doing so by imparting
teaching to all of its flock getting married about 'natural family
planning' methods.

This explains in part the unusually high adoption at present of 'traditional
methods' of family planning, that get reported in official statistics in
this rather highly educated state which has the fourth-highest literacy rate
among states nationwide.

NFHS-2, the National Family Health Survey, recently reported that current
use of family planning methods among Christians in Goa is only a little
lower (40 percent) than among Hindus (50 percent) and Muslims (48 percent).

But 'traditional method' use accounts for 43 percent of contraceptive use
among Christians, compared to only 15 and 4 percent among Hindus and
Muslims.

Socorro Mendes, a Catholic priest who heads the Goa Family Service Centre,
takes pride in the fact that this institution got a Rotary Club award in
Kolhapur for family planning.

"We pointed out that the Catholic Church doesn't believe in operative
methods (of birth-control) but believes in educating people through natural
ways," he says. 

Brigida Gonsalves, a former school teacher from the North Goa village of
Tivim who now works for the Church-run Family Service Centre as a
responsible parenthood trainer, imparts knowledge to young couples the
Church-approved method of family planning, which is called 'Natural Family
Planning' or NFP.

"It's quite effective, provided the couples come for a follow-up," she says. 

This knowledge is part of the virtually-compulsory 'marriage formation
courses' that the Catholic Church runs for all engaged couples before they
can exchange vows at the altar. But the hour-long talk might not be enough
to learn the intricacies involved, suggests Gonsalves.

"This method works even in slum areas. Illiterate people are able to follow
it," she says, as a couple of coloured pencils and a chart that needs to be
marked sit on a table in front of her. "Even if they don't use pens or
pencils, they write on the floor or keep records with a piece of charcoal,"
she says.

Of course, this method, she says, can be used to space or hasten the birth
of children, by understanding more closely the woman's fertility cycle. 

Given economic pressures, widespread education for women in Goa, the fact
that many women work outside the home, and such factors, most use it to
delay children. Precise figures are however unavailable.

There are differing methods of 'Natural Family Planning', which primarily
depends on the avoidance of sexual relations on certain days of the month,
depending on the woman's menstrual cycle.

To determine the days of avoidance, different proponents at varied points of
time have favoured the rhythm method, the sympto-thermal method, the
ovulation method, or the mucus method. 

There is a degree of intricacies involved. Some methods, for instance,
depend on careful recording of the woman's body-temperature to calculate her
'fertility days'.

"Sometimes, I feel it may not be of use (to those without a religious
motivation). They may not put in that extra effort at record-keeping,"
opines Gonsalves.

In the past, 'Natural Family Planning' has been dismissively called the
Vatican Roulette by its critics who see it as being prone to being
inaccurate. (Roulette is a game of chance, played with a revolving disk and
a ball.) But over the years, the NFP methods have got more refined in their
approach. This, contend its proponents, tend to make it more accurate.

But there are different trends on this issue among Catholic public opinion.

Valy and Anna Coelho, a Mumbai-returned couple with five children, are
strongly committed to propagating the 'natural family planning methods. "We
don't have statistics (as to how many practise this in Goa). This is
something people don't talk about," says Valy Coelho.

He adds: "But I think the Church in India has fallen in line with the
government policy. It has forgotten the real Catholic Church's teaching that
birth control used is limited to National Family Planning and, importantly,
that this too is to be used only if there is a 'serious reason' for it."

"(If anyone could use NFP so easily) they could argue that if they can use
this, why not use other forms of family planning? After all, the end is the
same, isn't it?" argues Anna Coelho.

Such debates apart, the fact is the Church could be also helping young
couples by offering at least some pre-marital understanding of sexuality.

Given its traditional religious orientation, the Church perspective differs
from the liberal, commercial or media-driven contemporary understanding of
sexuality that dominates the mainstream global debate.

But, having no teaching seems to be worse. In a study published this year,
Gracy Andrew and psychiatrist Dr Vikram Patel of the Sangath, a group
working on child development and family guidance, found that 'blue films'
were a source of sex and sexuality-related information for more than half
the boys studied.

Over one-third girls, on the other hand, depended on their mothers a major
source of information on this subject. (ENDS)

Irresponsible Bus Operators

The recent mini bus accident in which innocent people lost their lives
should serve as a wake-up call to all of us. No doubt, there are
private bus operators who do their job efficiently.

Two years back, when i was holidaying with Wife in Goa, we took the last
night bus (9.30 p.m) to head for Tito's bar in Calangute. The driver was
moving this bus faster than a young Arab with a Ferrari on the streets of 
Abu Dhabi, with swirls
and deep turn and lo, with a huge thud, the bus in the dark hours of the 
night
came to an halt, courtesy a kiss with a (bended) coconut tree. My wife 
suffered a swelled jaw and an
acquaintance's wife had a bleeding mouth, in the darkness of the night we 
managed to
find a house, whose occupants helped us with some ice-packs and gave us some 
balm.
The bus was considerably damaged and , strangely both the driver and the 
conductor
were so fine, that they could flee.

The next morning, i tired to enquire this particular case with a cab driver 
and he in turn
asked me, which accident was it ? because there were 2 bus accident's that 
night on that
route and when i specified our case, he said that it was a minor one, with  
just one small baby
losing his life ! I still remember the absolute chaos scene surrounding the 
night.
True in India, public safety is a matter, best left to the individual using 
these services to sort out
amongst themselves, it is even more aghast and appalling in a tourist state 
like Goa.

I wish we could fight over India becoming the World Champions of
Football rather than Germany or Brazil! Don't think that India could
get to that level in my lifetime! I am at least glad that I saw India
as the World Champions of Cricket('83) and Hockey ('75). I also saw
Michael Fereira and Geet Sethi as the Billiard World Champions. I know
that Indid did win the Junior Cricket and Hockey World Championships,
recently.

Does India at least hold the World Champions of Kabbadi title at
this time?

The Panaji Municipal Council (PMC) chairperson, Mr Ashok Naik,
has accused the Public Works Department (PWD) of total lack of proper
approach towards various problems the city faces, including the perennial 
problem of floods.

The chairperson in his June 24, letter to the Chief Secretary, Mr Baleshwar 
Rai
has claimed that "the PMC under the present Chief Officer had put in 
maximum effort
to ensure that atleast the drains in the areas traditionally prone to 
flooding were desilted.
But inspite of their best efforts, the PMC is facing the brunt of the 
citizens for no fault of theirs."

Mr Naik invited the Chief Secretary's attention to the reports of raw sewage
flowing into the Mandovi river and disclosed that he had received proof that
it was being undertaken by the PWD (Sewerage) and requested that the
Chief Secretary ascertain this fact by engaging his own technical experts.
He also mentioned that the sewerage system of the city was shut for a long 
period of time.

Mr Naik further appealed to Mr Baleshwar Rai, the chairman of the Task 
Force Committee
for Panaji, to initiate action for bringing about improvement, better 
co-ordination
and enforce accountability among the various state agencies responsible
for the present situation the city faces.

The PMC chairperson disclosed that "the PWD (roads), despite providing
the time schedule of hotmixing the main roads of the city, from the state 
funds
and giving assurances from December 2001, not a single road was hotmixed
except Dada Vaidya Road, that too from the PMC funds."

On the contrary, the PWD (Roads) has dug up two places, near the old
Goa Medical College complex right across the D B Bandodkar road for cross 
drains,
which the PMC chairperson states could have been done earlier instead
of being done during the monsoons.

"The PWD (Water Supply) dug up the Rua de Ourem road and footpath
without PMC permission and inspite of repeated calls to the assistant 
engineer,
Mr Panchamukhi to get the road restored no action was taken. Now some people
were blaming the PMC for the recent mini bus accident on that road,"
the chairperson stated in his letter.

Mr Naik stated that "another example of utter disregard of the PWD's 
assistant engineers
and junior engineers was the re-digging of trenches restored by the PMC,
at Lake View Colony, Miramar to shift some water connections which were
a severe threat to life." He observed that many departments such as 
Electricity,
PWD (Roads), PWD (Sewerage), Bharat Sanchar Nigam Limited (BSNL)
and the private entity Hughes Telecom had found the rain water drains easy 
conduits.
They also left the trenches open and poorly compacted.

He complained that inspite of an organised scientific tree pruning drive
with the involvement of the Botanical Society of Goa, World Wildlife Fund 
(WWF),
Forest department, Fire Services department and Electricity department,
the latter department was currently pruning a few branches unscientifically
and leaving them on the roads.

Instances of the Tourism department workers collecting garbage from the 
Miramar beach
and dumping it on the Miramar-Dona Paula road, where it gets scattered
were also highlighted in the letter. Appealing to the Chief Secretary
to make the various agencies accountable for their actions,
in order to bring about an improvement in the situation
in the city, Mr Naik also remarked that the poorly managed Kadamba terminus
created a bad impression on the minds of visitors entering the city.

Indians will not need fitness certificates to work in UAE

Dubai, July 3 (IANS) Indians seeking employment in the United Arab Emirates
(UAE) will not be required to submit medical fitness certificates to work in
the country.

A UAE health ministry official said the idea that foreigners from the seven
Asian countries seeking residence visas in the Gulf provide a fitness
certificate before coming to the region was mooted in a Gulf Cooperation
Council (GCC) executive office meeting.

He said the UAE would not be implementing this particular regulation. The
requirement was recently implemented by Kuwait, Saudi Arabia and Oman.

The UAE will not implement the fitness certificate requirement for people
from India, Nepal, Sri Lanka, Bangladesh, the Philippines, Indonesia and
Pakistan looking for work in the country.

The GCC's foreign workforce committee has discussed establishing offices in
many Asian countries to check foreigners who want to get residence visas in
the Gulf and provide them with fitness certificates before they enter any
GCC country, the official was quoted as saying in Gulf News.

"The idea has been discussed in many meetings in the last few years.
Recently, the meeting resulted in giving Gulf countries the option to either
implement this idea or not."

Under UAE laws, any foreigner who wants to enter the country on residence
visas must obtain the fitness certificate on reaching the country. The
residence visas are stamped only once they clear the test.

Earlier, GCC countries had said foreigners seeking residence visas to a GCC
member state from the Asian countries will have to produce a health fitness
certificate attested by an authorised agency in their countries from
Wednesday.

"A regulation is already in place since 1995 for producing a health fitness
certificate before coming to any GCC country on a resident visa for
nationalities of the seven countries," Ali Dawood Hassan, advisor director
general of health affairs at the Oman's health ministry, had said.

Hassan, who is supervising the new rule's implementation in Oman, revealed
that plans were afoot to include some Arabian and African countries for
medical fitness certificates before allowing their citizens entry to GCC
countries.
