I must clarify what Paddy said. I didn't support Cecil
but I just felt the whole issue was dragged on for too
long. I thought maybe Cecil overeached himself and, on
the other hand, the admin team was adamant to take him
back for reasons the admin team explained.
It was bit of a relief that the issue was buried and
goanet was buzzing with positive activity. Till Cecil
backtracked.
Either you bury the hatchet, at least for a reasonable
time or till one of the parties is provoked into
counter-attack, or keep the issue going on till one of
the paries tires out. What was achieved on goanet was
a compromise but, sadly, it didn't last long. Cecil
had assured he was going to play by the rules.
Now he portrays me as a lackey of the High Command
which, for him, is the admin team. Netters can judge
for themselves if in my postings during the whole ugly
episode I was doing it at the bidding of the High
Command.
It does show Cecil's "personality" when he privately
thanked me for my efforts but on goanet he berated
me. I'm no "pop psychologist" but I judge people by
their dealings with me.
Cecil can provoke me, and I do feel like hitting back.
But I think it's not worth it. But on the issue of
journalism ethics, censorship or any related matter,
I'm ready to debate Cecil. Not on goanet but goajourno
forum where it rightly belongs.

Since our greatest achievement so far, was to send 1 linesman for the
world cup after 50 years, there is a strong chance that your
grandchildren will see an Indian referee in the world cup 2042. Good
luck, because I will be 6 ft. under, well before then.

1. Do you believe that Goa's development has been even?
Not at all! For example, my constituency (Calangute) is the hub of
tourism activity in Goa and earns very high revenue for the government,
but we have not got the development in proportion to our
contribution. Many of our roads are full of potholes and have not been
touched in years. Regarding electricity, besides the perennial problems
of erratic supply and low voltage, the wires are hanging at dangerously
low heights. Also the wires are very old and keep snapping at many
places. Likewise, the problem of water shortage is yet to be resolved.
Similarly, I feel that constituencies like Pernem and Siolim have hardly
seen any development.
2. What are your top priorities for the development of your constituency?
Because Calangute constituency is an international tourist destination,
all the above facilities are a must. So my priority is on developing the
infrastructure; roads, water, electricity, drainage, sewarage.
My stand on the River Princess is well known. This ecological danger has
to be removed on top priority; or else there is no need for any of the
other development works. I have filed a case in the High court asking it
to give directions to the government to strengthen the ship so that it
does not break up during the monsoons and cause an ecological
disaster. Also to tow away the ship at the earliest. I have met the
Tourism Minister, Mr Mickey Pacheco, who has assured me that he will
never allow the ship to be cut up at Candolim beach.
Earlier I had met the Chief Minister, Mr Parrikar, and on his request
had forwarded to him proposals from two companies, Madgavkar Salvage and
Titan Maritime Industries. Besides, a Singapore company had offered the
government Rs 1 crore to take away the ship. But the matter is being
passed to and fro between the Tourism Director and the Tourism Minister
for the last one year.
Sewarage is another important thing we need to look at. According to
WHO standards, not a single well in the constituency now has potable
water. The sewage has percolated into the ground acquifiers and polluted
the wells. We need to have a proper sewarage network and a sewarage
plant at least for the beach belt to cater to the hotels initially. Or
else an epidemic-like situation may result.
Regarding the other problem of garbage, a scientific garbage processing
plant is planned on the Saligao plateau and the land acquisition process
is underway.
3. Are you giving priority to fight corruption? How can corruption be fought?
As an opposition MLA, my job is to fight corruption and
high-handedness. But corruption is really a two-way process and can exist
only if people encourage it. If people stick to the rules, there is no
need to pay bribes. Even at the Panchayat level, all files are time
bound. If the Panchayat does not co-operate, one can go to the Block
Development Officer. People resort to paying bribes mainly if they are
pursuing illegalities. Otherwise, people can seek help from redressal
bodies like consumer forums etc.
4. Do you subscribe to the view that the MLA cannot develop his constituency without
being a minister?
No, I do not. You need not be a minister to develop your
constituency. Issues can be raised in the House and assurances taken. But
there is no doubt that more things can be done if you are in the ruling
party.
5. What issues will you raise in the assembly?
All the issues pertaining to of my constituency; the development of
Calangute constituency.
6. Do you think that the last election saw a blatant use of money and muscle power?
(What mechanism should be used to curb this practice?)
The use of money and muscle power was very much evident. The police were
also helping the ruling group. My opponent indulged in malpractices
concerning voter identity cards. There was also distribution of money and
an attempt to divide voters along communal lines. I lodged proper
complaints with the authorities but in those days everyone was busy and
no one looked into the matter.
I am writing to the Election Commission of India to tell them all the
malpractices that I have witnessed in my personal experience. The
Election Commission is the proper body to curb these malpractices.
7. What factors led to your success and the defeat of your opponent?
This is my third term as Sarpanch of Candolim and people have seen my
good performance. Likewise, my popularity and friendship with the
Sarpanches of other villages in my constituency contributed to my
success.
My opponent lost because of his track record of defections and
non-development of the constituency.
8. Do you think that your party lost some seats because it nominated defectors? How do
you think defections can be checked?
Yes. I think we did lose some seats because we nominated defectors. As
far as preventing defections, the rules are already in place. But these
are not implemented. If you have a speaker that is favourably disposed to
a particular party, he will not act on any motion of disqualification put
before him if it is to the detriment of that party.
But right now, I am being pressurised to defect to the BJP. I got an
anonymous telephone call threatening that if I do not defect, then both
Candolim and Calangute panchayats will be dissolved and will be replaced
by a municipality. They are trying to foist charges against us saying
that we have allowed illegal constructions.
9. What is your idea of secularism in Goa?
Secularism is what we enjoyed in Goa during all these years; people of
all faiths living in peace and harmony.
10. Do you think there should be a common minimum programme for the
coalition government? Should there be a mechanism for smooth functioning
of the coalition?
I am not part of the government and I will not comment on it. Actually,
there should not be a coalition government in the first place. Mr
Parrikar forced elections on the people precisely because he wanted a
clear mandate. Earlier his was a 2-party government, now there are 3
parties. And some of their individual policies are conflicting.

WELL DONE BRAZIL.
And finally Brazil again crowned champions of World Soccer. Congratulations
due to them for the good display they dished out in the final. Without them
in the final and worst still with their early exit if it had to happen the
charm of World Cup would disappear. In Kuwait many of my friends and
acquaintances were constantly praying for their success. If you carefully
analyse the final you will notice that inspite of their weakness, Germans
gave a stiff competition to their opponents who were saved twice by the bar
and post. However, you must accept that the woodwork is also a part of
defense and it sometimes especially during crucial time creates wonders.
Lanky defender Lucio deserves compliments for giving his heart and guarding
his citadel very well, though not a sprinter yet his big strides helped him
to overcome the speedy forwards. Roberto Carlos was easily the hero of
Brazilian fight for their supremacy. I admire his defensive tactics, his
skill of acquiring the ball from the feet of the opponents, his abundant
stamina running from one end to the other and still doing the recovery of
his position right in time. His goal thru direct free kick against China
proved his superiority in this area. No goalkeeper can take his direct free
kick lightly. Earlier we saw how Frenchman Platini and Argentinian Maradona
feared by the opposing custodians when both these great foot-ballers used to
take the direct free kick. Captain Cafu played his heart of course
tirelessly and very cleverly not only to defend his citadel but also to
attack and feed his forwards with clever passes. He reminded me of the role
played earlier by Italian skipper and defender Fascheti in 1970 World Cup.
Moreover, Cafu showed how gentleman he is when he left his area and rushed
to German keeper Kahn to console him after the end of final. Rivaldo,
Ronaldinho and Ronaldo no doubt a deadly trio very difficult to control and
contain yet they are far inferior to the great Brazilians we saw in earlier
Cups. Ronaldo no doubt played his part well yet he was very much erratic in
finishing, he was not as accurate as Maradona was once during his hey days.
A player of Ronaldo�s category should be as accurate as any sharpshooter.
Yet he deserved compliments for the role he played in Brazil�s victory.
The magic of Brazil came into display only during their encounter with
England especially when young toothy Ronaldinho displayed his real genius by
totally fooling the entire defense of England and passing the ball to
Rivaldo just to give a final touch of course with his brilliance. The
magical display Ronaldinho showed for this goal was rarely seen in the
earlier World Cups. His second goal was no doubt a great feat but it was
not a masterpiece, it was a faultpiece of English keeper. Even then it was
not an easy task to score such a goal from such a long distance in a direct
free kick.
Denilson sobbing after the final reminded me how the great Eusebio of
Portugal in 1966 cried after his great team lost in the semi-final against
the host England. The cameraman who cliqued that photograph was given
topmost award. In every final and in every World Cup crying should be there,
somebody cry for the loss as Eusebio did while others cry for victory as
Denilson did and earlier in 1958 as a young kid of 17 Pele did, he sobbed of
course uncontrollably in inspite of pacifying by great Didi, Vava and
Garincha. Pele then was too young to control his emotions.
A quarter of a century back one could not bear to have Asian or African
teams competing in world cup because these teams always dished out poor
performances. But time has changed now and due to globalisation of soccer
African, Asian and Third World countries gained solid foothold of this game.
They have proved in this World Cup and also earlier too how they have
improved. One of the reasons for the improvement of soccer in third world
countries and also elsewhere was the contribution of Brazilian skill and
techniques acquired by these countries thru the import of Brazilian coaches
and players. May God Bless Brazil.
During the World Cup the media especially the print one was full of news.
Almost all the national newspapers of India gave front page coverage due to
which the other sports news was totally eclipsed to secondary and tertiary
places. This shows the importance of this game though India is nowhere in
its ratings. In this forum we read lot of stories written by lot of writers
but among all the writers, I liked the stories flashed by Agnelo Gomes from
USA immediately after the matches were over. His assessment and language
used were very appropriate and to the point. He left nothing for
speculation. Thru his reviews I learnt a lot. It is nice to have such
great soccer journalists amongst Goans. May Goans have more of such writers
and may Goa produce World class soccer players in future.
During this World Cup we saw no fighting on the streets after the defeats of
England, France and Germany. Normally spectators and supporters of these
teams are known to be very good ruffians and that they are so was proved in
the proceeding World Cups. The organizers Japan and Korea deserve
compliments for organising this tournament though jointly but very
efficiently. The World Cup festival every four years is really creating
wonders in the World, it unites the world as one family and it brings every
nation closer to the other. There is no such event in the world as World
Cup that binds the world together. Hail World Cup.
During this World Cup we not only saw the good brand of soccer but we also
saw the men's acceptance of God's power. In this World Cup we noticed the
strong chord between men and God and Brazil showed it to the World that
Power of God can create anything. yes of course, they believed in Jesus
Christ and propagated Jesus Christ much much better than those Church
leaders such as priests, bishops, cardinals and others in the Churches.
During the Prize distribution ceremony we saw great Pele and Backenbeur
playing major roles along with FIFA officials. Yes, it is their right to be
there and not of Presidents, Premiers, Kings and other political leaders who
assembled there to watch the final. The leaders of the countries may be
good in their areas of functioning but surely not on soccer field. Soccer
field and related matters should be left to soccer pundits only. It is a
very good lesson for many of us who invite as chief guests and guests of
honour for our soccer festivals dignitaries and persons who know nothing of
soccer.
Once again congratulations to Brazil.

Sir,
The feasibility of Tillari Irrigation Project was based on 'growing 3 crops
in a year', however, I have noticed during the last harvest around Goa that
cultivators of large number of paddy fields failed to cultivate even a
single crop. I have spoken with several prominent cultivators, (educated and
not-so educated) and learnt that 'CULTIVATING PADDY FIELDS ARE JUST NOT
ECONOMICAL'. Further learnt that there are hardly any native Goans capable
of cultivating on their own neither paddy crop nor any other crops. Most
agriculture labourers comes from other States i.e. Maharastra and Karnataka.
The feasibility of Tillari Irrigation Project was carried out about 20 years
back, now, the feasibility factor of 'growing 3 crops in a year' appears to
be disappeared forever. However, if Goa Government wants to make good use
from Tillari Project can to divert the water to the water-treatment plants
to solve the ever increasing demand for treated water for the Tourist
industry, other industries and of course, for the local consumption. In view
of these facts, CM Manohar Parrikar and the competent officials definitely
have to re-think and study in details regarding these on going large
investments.
Water Supply Projects, Power Supply Projects, Irrigation Projects, etc need
strategic planning and large investments from public funds, hence, prominent
Goan Citizens cannot leave these type of matters entirely in the hands of
politicians.

as to whether to continue investing in the Tillari Irrigation Project or to
divert the funds to other projects with tourism potential which is the

Chief Minister Manohar Parrikar stressed that the need to re-think over the
Tillari project was felt since it will ultimately turn out to be a white
elephant. The government has already contributed Rs.280 crore towards the

I will just add here that Canadians voted with their subscriptions on the
above controvery i.e. they just cancelled their subscriptions. The National
Post was the premier financial newspaper in the country. It's lost 29% of
its subscribers in the past two months.
