GPSC recommendation put on hold : Present Director of Education
given three months extension

The Government of Goa today (Friday)  granted a further three-month
extension in service to the current Director of Education Mr. Gajanan L.
Pednekar who was due to retire on August 4th.

After conducting interviews for the post on 12th July 2002 the GPSC had
recommended the name of Mr. Dnyneshwar Pundalik Pednekar present Principal
of Smt. Chandrabaga Tukobha Naik Higher Secondary School of Curchorem, Goa,
for appointment to the post of Director of Education.

This recommendation has been challenged by a Public Interest Litigation
filed by Adv. Aires Rodrigues before the Panaji Bench of the Bombay High
Court on the grounds that by considering a person whose integrity is in
doubt and who has committed unscrupulous and criminal acts,  the confidence
of the public in the education system in Goa will be eroded and will affect
the students and the teaching faculty and have a disastrous affect on the
education system.

The Petitioner has submitted that the records prove that the conduct of Mr.
Mr. Dnyneshwar Pundalik Pednekar in not only changing his own date of birth
but more importantly, also changing the date of birth of his daughter by
fraudulent and unscrupulous acts and making false declarations to derive
advantage thereby, shows that he is a person whose integrity is not only
doubtful but is capable of changing or falsifying records to suit his
purpose and to derive advantages therefrom.

The petitioner has submitted that the daughter of Mr. Pednekar, Varsha
Dnyneshwar Pednekar was born on 14/10/1979 and her date of birth was
registered at the Margao Municipal Council under Registration No.3283 and
that despite the registration of birth, Mr. Pednekar falsely filed a
declaration on 6/6/1984 with the Mamlatdar of Salcete and declared on oath
that the date of birth of his daughter was not registered with any Birth
Registration Office and that she was born on 2/10/1979 and that based on
this declaration Mr. Pednekar’s daughter was admitted to Ist standard, at
Government Primary School Bepquegal, Curchorem. The change in birth was
evidently done as the daughter of Mr. Pednekar was not completing 5 years as
on 2nd October 1984 for entrance to Std. I.

The Petitioner further states that Mr. Pednekar’s date of birth  26/3/1948
was also fraudulently changed to 03/041950 on  14/12/1973 .

The Petitioner has prayed that the High Court direct the GPSC to revoke its
recommendation of the name Mr. Dnyneshwar Pundalik Pednekar for the post of
Director of Education and that the Government of Goa also be directed to
criminally prosecute Mr. Pednekar for the fraudulent changes in his and his
daughter’s birth records and for filing false declarations on
oath.
