can be made, assuming it can be done, that is.

New Delhi, Aug 10 (IANS) India's ruling Bharatiya Janata Party (BJP) may
have staved off a potential threat to the government in the wake of a
patronage and corruption scandal involving allotment of petrol station
dealerships, but its image of a "party with a difference" has taken a
beating.
Just when it was trying to recover from successive electoral setbacks and
dwindling public support, the unflattering label of "Bharatiya Janata Petro=
l
Pump Party" could haunt the BJP for some time.
And with the country's two main political parties, the BJP and the
opposition Congress, engaging in a mud-battle of who was more corrupt in
handing out political patronage to relatives and friends, the most crucial
outcome of the controversy will be a complete disenchantment of citizens
against politicians, say political analysts, editors and even politicians.
"At times, I feel, people instead of working towards ameliorating the poor,
have drowned in self interests," said Congress president Sonia Gandhi at a
function Friday, "They don't see the miseries all around. Lust for power an=
d
wealth has blinded us."
Since the controversy broke on August 2, Prime Minister Atal Bihari
Vajpayee's BJP, newly restructured to give the organization a fresh, clean
look, has been battling to defend itself against charges of brazen, large
scale corruption.
Five straight days of a showdown and adjournments in Parliament saw the
opposition even demanding Vajpayee's resignation.
Petroleum Minister Ram Naik, hitherto considered one of the
non-controversial ministers in Vajpayee's cabinet, found himself pleading
ignorance at the allotment of some 3,000 gas stations across the country to
BJP leaders, allies and persons close to them.
Vajpayee's swift response by cancelling all such allotments may have saved
the government from further embarrassment and deprived the opposition of a
strong handle, but news reports relentlessly revealing more and more
beneficiaries have caught the party on the defensive.
Within the party, many are resentful of Vajpayee's action, terming it a
tacit admission of guilt that leaves the party without any defence.
A defiant Naik refused to resign, pointing out that he had "no personal
hand" in selecting beneficiaries, a task of the dealer selection boards
headed by retired judges.
Dealer selection boards award dealerships after interviewing several
applicants who only have to pay fees worth Rs 1,000. Once they are awarded
the contract, it is the oil companies who buy the land and sets up the
infrastructure.
The dealers only have to pay for additional expenses such as telephones and
salaries. What they earn is a commission on the fuel sold, which could be i=
n
the vicinity of Rs 15,000 to Rs 50,000 per month.
Only a handful of dealerships are awarded through what is called the
discretionary quota of the minister, to special allottees such as widows of
defence personnel.
With countless persons seeking lucrative gas station dealerships, pulling
the right strings helps, and that is where influence peddling comes into
play in return for financial and other considerations.
Allotments to favourites in states not under BJP rule suggest the retired
judges heading the selection panels rarely acted on their own volition, and
took decisions under political pressure from New Delhi.
Among the beneficiaries were relatives of Vajpayee and Naik. Family members
of the Rashtriya Swayamsevak Sangh, the BJP's holier-than-thou ideological
parent, and key southern allies of the BJP are also in the net.
A defiant BJP hit out with its own list of opposition leaders across the
spectrum who sought and bagged similar favours since 1983, seeking to
deprive the Congress of a moral high ground.
It also countered the Congress attack with a similar scandal when former
petroleum minister Satish Sharma, known to be close to Congress president
Sonia Gandhi, was accused of misusing his discretionary powers.
Naik has promised a white paper on post-1983 allotments of gas stations,
threatening to reveal the history of corruption in petrol pump allotments
since the Congress regime.
The BJP's message is clear - all parties have skeletons in their closet.
Analysts believe the controversy could die a quiet death in the next few
days despite so much media attention as no party could afford to adopt a
holier-than-thou attitude and throw stones at others.
"I see this dying down as the opposition has no choice but to shut up,"
feels political analyst G.V.L. Narasimha Rao. "But the scandal is a serious
setback to the BJP, which wants to project itself as a party with a
difference.
"People may now see it as no less corrupt than other parties, and its
defence that the Congress was also involved in similar corruption will not
help" Rao said.
Shekhar Gupta, the editor-in-chief of The Indian Express that published the
expos=E9, remarked: "When 'polarisation' is the buzzword in our politics,
particularly after the Gujarat killings, this overwhelming mood represents
another kind of polarisation, between the political class and the people."

I had gone to see Fred some months ago, at his home in Saligao and he
berated me for telling Leo Rebello something that he claims Leo used against
him. When asked to clarify, he evaded the issue. I remember telling him that
Leo Rebello did not know that Pamela DeMello was his wife as she goes by her
maiden name. When I met Leo before this, I remember reminding him that Pamela
was Fred's wife. He had, he informed me, had some disagreement with an
article she wrote criticising the CM, Manohar Parrikar on a political matter
she had written in the Asian Age. He was then unaware that Pamela DeMello was
Fred's wife.
I have tried to get Fred to clarify his accusation without success.
In June, of this year I asked Fred Noronha to unsubscribe me from the
net. He curtly wrote back telling me to go through the normal procedure and
get myself unsubscribed. I wrote to Vivianna asking her to unsubscribe me and
left town. I returned to find postings by Joel and Fred in my letterbox which
was cluttered and this has caused me to be unsubscribed from Hotmail. I have
been getting postings from Fred and Joel at both my AOL and Hotmail
addresses. Furthermore, I can read Joel's news bulletins by going to
www.goacom.com. Hence, I feel I do not wish to receive postings that I can
easily download from the Internet to keep my inward mail free from being
overloaded.
Last month, while riding in Panaji on my scooter, I was surprised to
find Fred beside me and I stopped to chat with him but he kept nagging about
me having told Leo Rebello something I had heard from his mouth. When asked
to explain, he stammered and could not remember what it was that I had
informed Leo Rebello. I was in a quandary as I could not remember telling Leo
Rebello anything that could be considered personal or if I had made up a
story to defame Fred. Now again, he is attempting to expose his Miltonesque
mind by claiming that I cannot make up my mind whether I ought to join goanet
or not.
I want to be a member of goanet but if possible, I do not wish to get
postings that I can download from the net. I had requested my good friend
Eddie Fernandes to subscribe me on goanet which he in turn routed my request
to Fred. Fred, I sincerely trust, you should stop acting like a Bai Zoo-an
and act like a man. Remove the mask you are wearing and come clean and
explain yourself. Answer my question "What is it that I told Leo Rebello that
annoyed you, was it a lie and if there is any truth to what I told Leo, can
you not have it out with Leo"?
I refuse to be a scapegoat for your inadequacies.

It is interesting to note the viewpoint that J. de Abreu Noronha holds
regarding the use of different scripts to express our state language. I too
held this viewpoint some years back and hotly discussed the topic with
another Goan who maintained that Konkani could only be expressed or could be
best expressed in the Devanagri Script.
Having studied Hindi and as I speak Konkani sufficiently to express
myself to my fellow Goans, I conclude that the pronounciation of Konkani
words can best be expressed in the Devanagri Script. It is true that many a
Christian used the Roman Script to express himself as not many in Goa learnt
Hindi or learnt to write Konkani in the Devanagri Script. Today, this is
changing and I am proud to write that we should learn to write Konkani as we
did before the advent of the Portuguese. I agree that like Kemal Ataturk did
or as they did in Viet Nam, we would need our linguists to devise a sensible
alphabet (based on the Roman Script) to express exactly the pronounciation of
our words. The French have their accent aigue, the Germans have the umlaut (2
dots above a letter to denote a change in the accent) and the Italian have cc
and c to express different pronounciations. Z in German is pronounced as tz
and not like z in zebra. Unlike English where one writes Grosvenor and
pronounce it as Grovenor, Leicester as Lester, etc. most languages are easy
to pronounce as there is no deviation from the letters used to denote the
word.
Now, 99% of Indians would not tolerate an Indian Attaturk as there is
nothing wrong with the Devanagri script. Hindustani written in Muslim Punjab
is called Urdu and written in the Devanagri script is Hindustani and this
depends on what religion one practices. This is a skewed way of writing from
left to right as Arabs do or from left to right as we have always done in
India. I am certain that Konkani in China would be written from North to
South which would train our eyes to play ping pong and to drive badly due to
lack of peripheral vision. But one must be a realist to look at this issue.
I for one would have appreciated being born today to study Konkani
like it is in our Goan schools - to use the Devanagri script. This script has
something to link us with the Gods as Deva neans God.

ZUARI TOLD TO SUBMIT ACTION PLAN: Chief Minister Manohar Parrikar has
directed the Zuari Industries Limited to submit an urgent report on the
leakage and suspend the operation of the Naptha pipeline till comprehensive
testing was done and the defects remedied. (H)
LEAK PLUGGED: The Zuari officials and fire brigade personnel finally
managed to detect the leakage of Naphtha at around 2 am yesterday at Alto
Dabolim. The leakage was due to corrosion of the pipeline. (WE-GT)
CUSTOM OFFICIAL'S PREMISES RAIDED: As part of nationwide raids on officials
of Customs, Income-Tax, Indian Railways and other Central government
establishments, the Central Bureau of Investigations raided six premises of
a senior Customs official in the State and in Mumbai, and seized
disproportionate property worth around Rs.70 lakh, to his known source of

COMMITTED TO COALITION POLITICS: BJP national president Venkaiah Naidu,

PLEA TO REDUCE FISHING BAN PERIOD: At a meeting of the Goa Fishing Boat
Owners Association it has decided to file a petition before the Panjim
bench of the Bombay High Court seeking total ban on fishing activity during
the breeding season and ask the government to reduce the ban period to 45
days. Adv Aires Rodrigues, who also addressed the meeting, assured the boat
owners that he would render all assistance and help them fight for their

of Santa Cruz, allegedly duped his neighbour Amorin Barreto to the tune of
Rs.55,000, luring him with a fake canteen contract at the Kala Academy
premises. Araujo gained Amorin's confidence by introducing him to SV Rane,
member secretary of the Kala Academy, a dummy again, sources said. (H)
POLICE SEEK PEOPLE'S HELP: Police has sought the co-operation of citizens
in curbing the crime rate in the State by providing necessary information
as and when required. At an interactive meet held at the police
headquarters in Margao, citizens made various suggestions to curtail the
