Goa Heritage Day was very aptly kicked-off in Goa with
a very enjoyable performance by the Goa State String
Orchestra at the Kala Academy Auditorium in Panjim.
The Guest of Honour was Mr. Pratap Singh Rane, the
former Chief Minister, and Speaker of the Goa
Legislative Assembly, and currently leader of the
Opposition Congress Party.
The orchestra comprising of about 20 young musicians
was brilliantly led by Conductor and Baso Continuo
Nigel Dixon. Selections were played from famous
composers such as Johann Pachebel, Antonio Vivaldi,
Edward Elger, Johann Sebastian Bach and W.A. Mozart.
The audience showed their appreciation with their
thunderous applause at the end of each selection.
It was a very memorable event, an inaugural
performance for this young and very talented group,
which desrves the financial support of the Goan
diaspora to nurture and preserve this very important
part of Goa's cultural heritage. Hats off to Nigel
Dixon for singlehandedly putting together this group
of talented musicians. Surely a labour of love for
music brought to fruition.
Best wishes to all the Goan Heritage Day events being
held all over the World, from a Goa cloaked in green
splendour by the monsoon rains.........

his late idol's hair, it's possible that the
entertainer could be cloned, reports The Memphis
Commercial Appeal.
"We can do it," says Dr. Dan Goldowitz, a member of
the mouse genome project and the director of the
Center of Excellence for Genonomics and Bioinformatics
at the University of Tennessee.
"The only problem is that there's a tendency for
genetic abnormality of occur. We'd get an Elvis, but
maybe he would just want to deliver the mail."

Computer students serve ultimatum to resolve grievances by August 15.

The final year diploma students agitating against the change in the admission
procedure to the computer engineering degree course, today served the
government
with an ultimatum to resolve their grievances by August 15, failing which they
threatened to intensify their agitation.
A delegation of students is believed to have met the Director of Technical
Education
to put forward their grievances regarding the change in the admission
procedure,
who gave them a patient hearing and informed the students that the matter
had been put forward before the Chief Minister, who is expected to take a
decision
on the admission process shortly.
Meanwhile, the computer engineering students of Fr Agnel Polytechnic, Verna
continued their peaceful agitation at the Panaji ferry jetty with the
hunger strike
entering the third day and their strength increasing to 50 with support to
their cause
being received from various quarters.
The trade union activist, Mr Christopher Fonseca, Mr Vishnu Wagh of Shiv Sena
and students owing allegiance to the Akhil Bharatiya Vidhyarthi Parishad
(ABVP),
today met the agitating students to extend their support. Attempts of the
state
government to break the unity of the agitating students were visible with the
students being hauled to the police station for questioning, after demands
to shift the site of the agitation proved futile.
The students who were prepared to court arrest have resolved to intensify
their agitation.
They planned to boycott classes, address public meetings, refuse to accept
responsibility for the situation worsening if their ultimatum till August 14
is not met by the government.

A book just published in Lisbon "Salazar-Kennedy: A crise de uma alian�a"
(The crisis of an alliance) by Luis Nuno Rodrigues (Ed. Not�cias, 2002)
deals with the case of Goa in pp. 310-157.
Here follow some of the issues treated:
The Kennedy administration gave only verbal assurances of its political and
diplomatic support to the Portuguese in case of an armed attack on
Portuguese colonies (incl. Goa) but despite Portuguese insistence, refused
at all times to put them in writing or to make these assurance officially
public.
The anti-colonialism seminar held in Delhi from Oct. 20, 1961 is given much
importance for the inaugural speech of Nehru, in which he openly declared
that armed intervention was not ruled out. Americans took it as meant for
domestic" consumption on the eve of national elections. Following Nehru's
visit to Washington, the Portuguese wanted to know what had transpired. They
were told that Nerhu had not problems with public opinion at home about Goa
and that "most Indians did not even know of the existence of Goa"! When the
Portuguese Foreign Minsiter Franco Nogueira was asked if Goa was very
important for Portugal, he answered that it had no commercial importance,
but only historical, moral and psychological. He added: "Goans do not want
to be Indian [...] and the Catholics in particular fear the consequences of
any merger into India". So also the "Hindus who occupy important economic
position in Goa and control most business would have much to lose by
incorporation into India". The American Secretary of State, Dean Rusk,
wanted to know what Portugal's position would be if India opted for
referendum. Franco Nogueira dismissed the suggestion as unacceptable to
Portugal if it was conducted under United Nations auspices.
Galbraith, American ambassador in India, tried his level best to convince
Nerhu to postpone the use of force by 6 months in order to give time to
Amrican diplomacy. Nehru saw it as coming too late and without any
assurances of success to bring the Portuguese to the negotiating table. He
also conveyed to the American ambassador that Goa and Angola were seen by
him as one piece of the worst brand of colonialism. he also brought to the
notice the Indian public opinion infuriated by the violent reactions of the
Portuguese administration in Goa against the satyagrahis. American diplomacy
voted in favour of Portugal in Security Council, but there was not much to
be done against the Russian veto. Portugal threatened to abandon UN and to
renew the lease of strategic Lages air-base in Azores to the US. In the
meantime the US continued voting in the UN in favour of descolonization of
the Portuguese colonies in Africa, and conveyed to Portugal that it should
not live out of historic context" which demanded self-determination for the
colonial populations and that any of its negative decisions in UN would only
harm the Portuguese interests in the long run.
The fall of Goa witnessed street marches in Lisbon. US and English flags were dragged
on streets and banners calling for death to Nehru, UN and to US were also visible.
American and English embassies were provided added security attempts of assaults.

TO TACKLE STRAY DOG MENACE: Practical difficulties in implementing the
scheme of the Animal Welfare Board for tackling the stray dog menace may
compel the State government to approach the High Court for an
amendment=85.Urban Development Minister Digambar Kamat said, "During the las=

two-and-a-half years about 5,656 dogs were sterilized and about 132 put to
sleep and the government is ready to back non-governmental organisations
and animal welfare organisations working in this direction with whatever
facilities if they want. (H)
SEND THEM TO HC: Rane and Parrikar suggested that all the stray dogs be
sent to the High Court since the government is unable to implement the
scheme pertaining to stray animals, as directed by the High Court. Sardinha
suggested that these stray animals be sent to the house of animals' support
groups which oppose what they refer as "wrong handling of the animals" by

UNFAIR TO NRIs: "Goa's industrial policy will be finalized by September 15
this year," said Industries Minister Ramrao Dessai during the question hour
in the Goa Assembly on August 13. Dessai was urged by the Opposition to
provide benefits to those desirous of investing in the State including NRI
Goans, who, Dr Wilfred de Souza felt, were not being given a fair deal. (H)
TILLARI PROJECT TO BE REVIEWED: Water Resources Minister, Filipe Neri
Rodrigues, yesterday said the government is committed and "serious" about
completing the Tillari irrigation project, but would "definitely review"
it. (H)
INTER-CONNECTING OF WATER SUPPLY WORKS: Public Works Minister, Ramkrishna
Dhavlikar, claimed that the government was working on a plan to
inter-connect the supply networks of the major water supply works in the
State. The work to inter-connect the Selaulim, Opa, Sanquelim and Assonora
water works will be completed by March 2004," Mr Dhavlikar told the Goa
Assembly. (H)
NON-PERFORMANCE: Deputy leader of the Congress legislature party, Dayanand
Narvekar, pointed out that the BJP government had, after laying the
foundation stone in December 2000, had promised that the Assanora-Porvorim
water supply pipeline would be commissioned in four months. Not only this
has not been done but the government continues to say that residents of
Aldona constituency get potable water daily, he stated=85Pratapsing Rane, th=

Opposition leader, suggested that when taps run dry for many days, the
consumers, who are billed for minimum charges, should not be charged at

CONSERVATION LAB: Dhavalikar said that a conservation laboratory and a
reference library will be set up at the Goa Museum by utilizing a found of
Rs.5 lakh sanctioned by the Central government. (GT)
WHERE BIRDS MAY STOP SINGING: "The Mhadei river nurtures the rich flora and
fauna of Sattari taluka and beyond. It also gives the villagers their daily
bread. With the proposed diversion of the waters of the Mhadei river, it is
this blissful existence, not materially rich but self-sustaining, that the

STUDENTS CALL OFF AGITATION: Chief Minister Parrikar assured a delegation
of students of Fr Agnel Polytechnic, who met him yesterday through an
initiative taken by MLA Mathany Saldanha, that he would work out an
amicable solution in consultation with every body concerned. (GT)
SADA JAIL-BREAK CASE: The magisterial inquiry into the escape of three jail
birds from the Sada Sub-jail at Vasco has established gross dereliction of
duty on the part of the jail officials and has recommended a series of
measures to avoid recurrence of such incidents in the future. (H)
WOMAN ROBBED: Rosina D'Silva (33), of Betalbatim, who came down to Goa from
Mumbai to attend court proceedings, was robbed of her handbag containing a
gold necklace, digital diary and ATM and visa card, while scribbling a post
at the head post office Margao in Margao. (H)
PETROL PUMP ORDER STAYED: The Delhi High Court yesterday stayed the
Centre's omnibus notification canceling petrol pumps and LPG dealership
allotments in respect of two allottees, close on the heels of a similar
order of the Rajasthan High Court. (H)
GOA HOUSING FINANCE DUPED: Five persons duped the Goa State Co-operative
Housing Finance and Federation Limited to the tune of Rs.1.44 crore. The
persons were" Bharatibai Thakar, Mahanand Asnodkar, Deepak Dhargalkar,

CAR SALES UP: Domestic car sales went up by 8.7 per cent in July on the
back of growth attained by auto-makers like Hyundai, Tata Engineering, Fiat
and Honda. Commercial vehicles too climbed 33.8 per cent to 13,368 units

ISPAT LAUNCHES TMT: Goa Ispat Limited, Madkai, recently launched its
earthquake, heat and corrosion resistant Thermo Mechanically Treated bars,

KENI TO BE HONOURED: Goa's eminent Konkani writer, Chandrakant Keni, will
receive the Sahitya Akademi's prestigious translation award on August 19 at
New Delhi. Mr Keni's Konkani translation of Gujarati novel "Saat Paglam
Akashmam" written by Kundanika Kapadia, has been chosen for the award. (NT)
LAXMIDAS BORCAR AWARD FOR TENGSE: The editor of "Raashtramat", Mr Sitaram
Tengse, has been awarded the prestigious Laxmidas Borkar Memorial

M/s Eleconic Condensors, Kundaim and M/s Power Engineering, Tuem are the
four small scale units from Goa that will participate in the Kampala
International Trade Fair, scheduled to be held between October 3 to 12,
2002 in Uganda.
The Uganda International Trade Fair is an annual event being organised by
the Uganda Manufacturers Association at its permanent fair grounds at
Kampala. It is one of the most prestigious and popular public programmes
being held in Uganda.
The event offers immense opportunities for increasing the bilateral
trade. Selected Indian small scale industries are sponsored by the
Development Commissioner, Small Scale Industries (SSI), New Delhi, to
participate in this trade fair at the government expense.

New Delhi, Aug 13 (IANS) Yugoslavia-born Mother Teresa has been voted the
greatest Indian in a survey by a news magazine, marking 55 years of the
country's independence on August 15, 1947.
Sister Agnes or Mother Teresa, who made India her home and gave hope to
millions of homeless, destitute and ill with her healing touch, is the only
one of foreign origin who figures in the list of the 10 greatest Indians of
free India.
The poll, conducted by the weekly magazine "Outlook", kept Mahatma Gandhi,
the father of the nation, out of the voting process.
"A poll of greatest Christians of all time would look rather ridiculous if
it included Jesus Christ as one of the nominees, wouldn't it?" explains the
magazine.
Prime Minister Atal Bihari Vajpayee just about makes it to the 10th spot.
The witty "bachelor who enjoys cooking" may have lost some of his popular
appeal due to various political compulsions, but he continues to be in the
reckoning as one of contemporary India's most widely respected politicians.
He falls behind cricketing phenomenon Sachin Tendulkar and Reliance magnate
Dhirubhai Ambani, who died last month.
Tendulkar is the youngest among the titans. The survey should be good news
for the golden boy of Indian cricket who has lately come under criticism for
a string of poor performances.
The top five in the list are people long dead but who are still quite alive
in the country's collective consciousness.
India's first prime minister Jawaharlal Nehru is the second greatest Indian,
described as the architect of India's foreign policy and a socialist who
gave India a mixed economy and a secular base.
He is followed by his tough-handed deputy Vallabhbhai Patel - the "iron
man" -- another key figure in the freedom struggle who also dealt with the
post-independence pangs of a new republic.
Nehru's daughter Indira Gandhi, who was prime minister of India for 16
years, has been placed on the fourth spot.
Though she took many controversial steps during her reign and is accused of
encouraging nepotism and favouritism, she is considered the last prime
minister with a pan-Indian appeal.
Renowned industrialist J.R.D. Tata, the pioneer of one of India's largest
private sector business groups, was ranked the fifth, just ahead of B.R.
Ambedkar, the father of India's constitution and the messiah of the socially
underprivileged in India.
After Ambani and Tendulkar, comes Jayaprakash Narayan, who spearheaded a
spirited campaign for social change in the 70s and is considered the mentor
of many contemporary socialist leaders. He was instrumental in evolving the
country's first non-Congress government in March 1977.
For a popular vote, the Outlook took out advertisements in 18 newspapers in
seven languages across the country, and received some 50,000 responses.
Mother Teresa topped the list in nearly every geographical zone, city and
age group. But she has been ranked in the second spot, below Ambani, in
Mumbai, India's business capital.
Nehru and Patel do not figure among the top three in Kolkata, where
respondents swam against the tide to rank Indira Gandhi and Tata in the
second and third spots.
Older respondents preferred Nehru as the top choice, but younger people
voted Mother Teresa. According to the magazine, respondents who were 60 or
older seemed to be "more cynical" about her contribution.
