Birth and death certificates, RTO learning licences and other such facilities will be available to Goan citizens at the nearest municipality without they having to go to their native municipalities because all major municipalities in Goa will soon be connected through the Intranet, Chief Minister Mr Manohar Parrikar said here today. Mr Parrikar was speaking at the inauguration of the renovated Establishment section of the Mapusa Municipal Council (MMC) today evening in the presence of Urban Development Minister, Mr Digamber Kamat, Information Technology Minister, Mr Francis D'Souza, MMC Chairperson, Mr Michael Carrasco and other dignitaries. Networking the major municipalities of Goa through Intranet will enable a native of Sanguem to procure his birth certificate from the Mapusa Municipal Council within a matter of minutes, the Chief Minister explained. The new system is expected to be functional by December, he said. Mr Parrikar complimented the MMC for their initiatives in computerising the council and for shifting the Establishment section to the ground floor making it easier for the people to avail of the MMC's services. The Establishment section was earlier on the first floor. The new-look Establishment section has the following services on the ground floor; birth and death certificates, house tax, rent of shops and stalls, tax of kiosks and banca fixa and all types of licenses. The section has 11 computers and the Chairperson, Mr Carrasco said that the renovation and shifting work cost the MMC in excess of Rs 4 lakh. Explaining the need to strengthen the Councils, Mr Parrikar said that if the powers of the councils are not enhanced in the coming years, then the rapid urbanisation of Goa will also bring about a simultaneous degradation. The Urban Development Minister, Mr Digamber Kamat, said that the Intranet system would provide birth or death certificates within 3 minutes, eliminate travelling to native places and also stop the earlier practice of palm-greasing of council officials. Terming the computerisation of municipalities as part of his government's good governance, he also congratulated the MMC for being the first council in Goa to submit its development proposals pertaining to the Rs 3.5 crore grant to the government on time. Speaking in chaste Konkani, Mr Francis D'Souza praised Mr Digamber Kamat for rapidly computerising the councils in Goa. He also elaborated on the benefits to the common man from the proposed networking of the major municipalities through the Intranet.
