    She has been efficient in her limited goals to clear Miramar Beach of 
plastic, Bisleri Botteles and in managing to give the coastal area around her 
residence in Campal a semblance of cleanliness. She was elected to PMC on a 
reserved quota for women and her jurisdiction is limited. But this hype about 
her coming to Canada to give lectures in FRENCH which is not the same as the 
French in France on a topic that is being tackled efficiently in Canada by 
its environmentalists and scientists.

      I have worked with a City of 3,000,000 and over on its water 
purification, sludge and slurry problems and the disposal of solid wastes. I 
have worked on pollution, particulate and slurry problems and had during my 
studies written a paper on environmental controls and greenhouse effects. Due 
to self interests, if a country like the US refuse to endorse the Kyoto 
Protocol, we have reached am impasse.

      WRT Goa, I have hitherto opposed the pillage of its trees and felt that 
the Government of Goa encourage its citizens to buy LPG or to cook with 
electricity and avoid the use of wood. I have this year taken my neighbour to 
task for cutting down trees for firewood (the tree was not even his). 
Unfortunately, the fine (Rs.500.00) is paltry and this is the fine for 
cutting one or a hundred trees. I know this from experience.

      The meeting held under the auspices of the moreibund International Goan 
Organisation who has been led by one Zulema DeSouza and Al Mathias was a 
FLOP. Nothing was discussed and was attended by about 25 persons (many close 
relatives of Patricia - I uncluded). Patricia embellished her role in doing 
her job as a councillor. She had nothing to teach and very little to offer a 
bunch of Cats (25) tied together at the tails. Most never go to Goa, do not 
speak Konkani and their interests in Goa are due to curiosity or the desire 
for an occasional social intercourse. As Lambert Mascarenhas has rightly 
stated - Goans abroad should leave the Goans in Goa to sort out their 
problems. Most, including the one who controls Goan Causes are loud mouths 
and are unwilling to bell the Goan Cats (politicians) or to see matters 
improve. They live in Ivory Palaces as most of those who came to hear 
Patricia appeared.
