Saligao resolves to restrict movement of garbage trucks.
---------------------------------------------------------------------------------
The Saligao gram sabha, on Sunday, passed an unanimous resolution
to reconstruct a barricade in the village to restrict the movement of garbage
carrying trucks, through the Saligao Communidade land. The gram sabha
held in the panchayat hall.
The resolution which was proposed and passed by the members of the Saligao
Panchayat, Saligao Communidade, Saligao Civic and Consumer Cell and
residents of Saligao, also resolved to oppose further dumping of garbage
by Calangute panchayat or any other panchayat.
The resolution also states that all legal means would be adopted to oppose the
"criminal act of trespass and destruction of property" and to prosecute all
those,
including organisations for "blatant violation" of the law.
It may be recalled that Saligao panchayat members along with the Saligao
Civic and Consumer Cell and the Saligao Communidade had, on September 29,
barricaded the kutcha path on land bearing survey number 112/1 belonging
to the Saligao Communidade, which is being used by garbage trucks to dump
waste on land bearing survey number 47/1 belonging to the Calangute
Communidade.
According to the residents of Saligao, the barricade was placed well within
their land
so as to obstruct the movement of the garbage vehicles, as they were creating
a nuisance by dumping garbage in the vicinity and the officials were doing
anything
about it, despite repeated complaints on the same.
However, subsequently the Calangute panchayat under police protection and the
alleged support of Mapusa Block Development Officer, cleared the obstruction.
Saligao residents pointed out that the clearing of the barricade was done
illegally
by the Calangute panchayat as the land survey no 112/1 does not fall under
the jurisdiction of Calangute.
The gram sabha which saw heated debates on the issue finally also resolved
to appeal to all the authorities concerned and the government to uphold the
law and ensure justice to law abiding citizens. The resolution also appeals
to all citizens concerned not to use police force to protect 'criminals'.
Meanwhile a Saligao panchayat garbage sub-committee has been set up
constituting representatives of the village panchayat, Saligao Communidade,
Saligao Civic and Consumer Cell, residents and the local Member of Legislative
Assembly.
