Heated debate at Tivim gram sabha yields fruits.

Guns boomed and roses bloomed at the Tivim gram sabha on Sunday morning.
The gram sabha was called at 10.30 am and even though there was no quorum,
the sabha was started at 10.45 am. Around 80 members attended the sabha.
Acting sarpanch Sydney Ferro chaired the meeting, while G V Gaonkar and
V V Gaude (agri officer) was deputed as secretary and BDO observer
respectively.
Joaquim Lobo from Bodiem had put up proposal to display the portraits
of Mahatma Gandhi, all the past and present presidents, vice presidents,
prime ministers, chief ministers, MPs, MLAs and panchas in the panchayat
office
without any discrimination or if this was not practical, then he requested
them
to retain the portrait of Mahatma Gandhi only. After a heated debate,
it was proposed to send the resolution to the government for consideration
and necessary action.
Robert Colaco was elected to head the supervisory committee of six members
to supervise the football ground improvement work, which is being carried out
by the Irrigation Department at a cost of Rs 7 lakh.
Many members raised the issue of hot mixing the State highway passing through
the village which is in a very bad shape and is pending for last many years
despite
the assurances given by the chief minister and the local MLA. It was resolved
to take up the issue with the government immediately.
Dinesh Mahale requested for presentation of Action Taken Report (ATR)
and the relevant papers on the issue of advertisement hoardings erected,
as well as painted on the walls. He also insisted on sound system for the
Gram Sabha so that all members could listen to the proceedings clearly
and other issues.
Despite the application being given in August, he was not allowed to present
the issue. When he sought to know under which rule he was being denied
the right to speak, he was asked to 'Shut up' by some of the panchas.
All the members of Gram Sabha jeered and protested at such use of
unparliamentary language and criticised them for denying the fundamental right
of the member to speak.
Despite being denied to speak, Mahale presented a rose to the sarpanch,
pancha,
secretary and staff as a gesture of goodwill and exhorted all to work unitedly
for the development of the village. Realising their mistake, the sarpanch
allowed Mahale
to speak and made some papers available and assured that the action against
all hoardings would be initiated shortly.
Assis D'Souza and Domnic D'Souza pointed out that while the panchayat and the
gram sabha had been passing many resolutions, apart from resolutions to the
concerned, very little follow-up action was being taken. As a result, the
works
don't get completed, they complained.
They suggested that proper follow up action need to be taken by the panchayat
and pressure exerted on the authorities to get the works completed on time.
Josephine D'Lima highlighted the malaria menace and the passive role played
by the Tivim Health Care. She urged the panchayat to take up the matter
with the health authorities.
Sr Maria Goretti requested that speed breakers be put up on the road near
the school so that accidents to the school children be avoided by the speeding
vehicles. Steven D'Souza requested that the priority list of all the
developmental
works in the Panchayat to be tabled. This will help in allround development
of all the wards uniformly, he said.
Although this was approved by the earlier Gram Sabha, the panchayat was yet
to finalise the list and the sarpanch promised to do the needful.
Sebastian Pereira from Cansa pointed out that some electricity poles were
erected
seven years ago and no line is drawn till date. The sarpanch agreed to get
the work
done immediately. Steven D'Souza demanded that the monthly meetings
of the panchayat be held in the panchayat hall.
