Scrap Panaji Bill, demand Socorro residents.

The Panaji Corporation Bill 2002 was unanimously opposed by the
gram sabha of Socorro village panchayat held in Porvorim recently.
Though the Sarpanch Mahanand Asnodkar informed the gram sabha
that a resolution requesting the government not to include areas of Socorro
in the Panjim corporation was already taken by the panchayat,
members insisted that the Bill itself needs to be scrapped in toto
on the grounds that the manner in which the bill was introduced
and passed was highly objectionable as it was done in a undemocratic way.
It was also pointed out that the failure of the village panchayat
in providing basic amenities was not due to the limitations in the panchayat
but undue interference by the government agencies which ignore
the panchayat on major decisions.
The mushrooming of gaddas and other encroachments along NH 17
and open spaces was also brought to the notice of the panchayat.
Other difficulties faced by the residents are absence of footpaths,
pedestrian crossings and threat due to over speeding on the NH-17.
A resolution was adopted requesting the national highway division
to look into the matter.The gram sabha was informed by the sarpanch
that the gaddas have been served notices to vacate and if needed
the help of police would be sought.
Though permanent erection of metal or stone structures is under
the purview of construction rules an regulations, no construction licenses
have been taken from the panchayat.
