This is evident from a letter sent to the Sancoale Village Panchayat along with the copy of circulars by the Mormugao BDO, Uttam Pal, requiring the panchayat to furnish land development certificates from the concerned department along with the resolutions at the time of forwarding to his office. For developmental works concerning government land, the circular states that the Executive Engineer will have to certify the land concerned is in possession or owned by the government or an irrevocable NOC of the owner is made available at the time of submitting the work estimates. Further, the constituency in which the work is proposed along with the name of the villages, talukas, length of work are other conditions which will have to be strictly complied. For projects concerning private land, it is stated that a gift deed obtained willingly from the owner signed along with two witnesses preferably by the talathi will have to be obtained along with the copies of Form No I and XIV. Meanwhile, Cortalim MLA, Matanhy Saldanha in a letter to Mormugao BDO has urged him to ensure transparency, accountability in the proposal of the village panchayat of Sancoale for the purchase of electrical materials as it involved high expenditure.
