CPC MEETING ON 11FEB 03

Sir,

Reference your letter No 11/14-6(1)/87-CSD(vol II)dt 6/1/03,the
 following are points for the Agenda:

1.Timely Notice- I received your notice on 9/1/03 for Agenda points
 to reach back by 15/1/03. Many of my colleagues in the CPC have not
 /just received the notice. Last time the meeting was similarily
 called in Jan 01,and I could not attend since I had already fixed a
 program, with reservations made for an event in Bangalore.
 Considering postal delays,at least one months notice must be
 planned for, and two weeks for points for the Agenda, so we can all
 do our homework for a meaningful and effective meeting.

2.ALTERNATE CHAIRMAN-The Minister being the Chairman, he may not be
 available for the meeting, and it is found from experience dealing
 with the Government, an

adhoc bureaucrat officiating/postponing the meeting is waste of
 time/counter productive.

3.Citizens Charters- It must be confirmed that all government
 Departments have issued Charters as required namely, incorporating
 accountability, right to information, procedures to be followed,
 respect for the citizen, and welcoming suggestions for improvement.

4.Trading Practices-Illegal weights not as per Packaged Commodity
 Rules, POD still in use(eg Mapusa Bazar/gram shops), wholesale
 foodgrain sacks showing net weight including sack/container, short
 weights cheating the Consumer to be looked into. It is proposed
 government set up a stall in major markets with electronic scale
 for consumers to verify their purchases are not short weighted

5.Cable TV- There is absolutely no protection as follows:

a)Contract with terms and conditions not there.

b)In many cases proper receipts not issued

c)No transparency whatsoever in number of channels, which are pay
 /free, compensation for deficiency of service ,channels
 changed/added without notice etc. In short they are Kings, and
 Consumers better pay up or else!

d)Since Government issues Lisences/collects taxes, some
 responsibility must be accepted in order to protect the consumer
 here.

6.Traffic Hazards/Police- I am enclosing xerox copies of letters
 issued by Police Traffic Cell/notifications specified as examples
 of apathy in adressing urgent matters for traffic safety namely
 wrongly located/hazardous Bus Stops, No enforcement of No
 parking/one way signs, in fact encouraging Hoardings/Signboards
 against what is laid down in the Motor Vehicle Act/ Gazette
 Notifications etc. Public complain Police are efficient in
 harassing and fining public for rules not complied by Ministers and
 Police ..I am witness to Police personnel on two wheelers not
 wearing helmets,(incidentally helmets do not PREVENT accidents)
 going down one way streets, parking where No Parking, escorting

Ministers at speed and overtaking on bridges that require no
 overtaking and speed limit for traffic and bridge safety, whilst
 public are fined for the same.
