The delegation told the Minister that in April 2001
his predecessor Mr. Pandurang Raut, with the approval
of Chief Minister Manohar Parrikar, had after due
thought and consideration, sensibly proposed two
exemptions to the use of helmets. 

Persons driving or riding motorcycles of any type at a
speed not exceeding 40 km and Persons driving or
riding motorcycles of any type in Municipal areas were
to be exempted from the mandatory use of helmets.

Folks,
Someone help me out on understanding these two
proposals. Or better still, someone please help me out
on understanding there two "SENSIBLE" exemptions.

If I have understood this properly, a person banging
his head on a tree at 40 km per hour will not get
hurt. But if he bangs the very same head at 41 km per
hour..........

Secondly, if a person tumbles of his/her bike in a
village, s/he will get hurt but if the same person
tumbles of a bike in the city, s/he need not worry :-)
