One would be from people living in Massachusetts and the other from people all over the US. This way, Ted Kennedy will know the level of interest on this issue from his constituents as well as other Americans. The local chapter of a Goan association in Boston needs to use its membership to gather signatures for this. As for Neal Pinto's earlier query on whether Mrs. Cruz can sue the INS in the US. She can, all she needs is a competent lawyer and lots of patience. There have been cases like these in the past and the US government usually settles.
