IMPROPER DISPOSAL OF BIO-MEDICAL WASTE: The civic bodies as well as the hospitals in Goa will no longer be able to disown their responsibility for disposal of bio-medical waste as the NGOs will now take up this issue and force the authorities to act fast. Beginning has already been made at the seminar on "Medical waste disposal in Goa," held at Miramar Residency when NGO representatives, social activists and doctors agreed that bio-medical waste needs urgent attention. The seminar was jointly organized by the Goa Desc Resource Centre, Mumbai Medwaste Action Group and the Help Organisation for People, Environment and Society, to sensitize the Goan community against hazards of bio-medical waste as well as media available for scientific treatment of medical waste. STATE BUDGET: The budget session, which is scheduled to commence on 24 March, 2003, is likely to be a trend-setter as it will transact financial business including the passing of the budget in the same session. While the budget is scheduled to be presented on 25 March, the government may go for a vote on account for just one month to take care of its expenditure, including the payment of its employees' salaries for the month of April 2003. SYNOD IMPLEMENTATION: Exactly a year ago, over 360 delegates took part in the Diocesan Synod 2002 to deliberate on major issues influencing the Catholic Church in Goa, in what was the second major exercise of its kind since the inception of the Archdiocese in Goa nearly five centuries ago. The Synod, which took place in Old Goa between February 17 and 23, 2002, reviewed all major beliefs and practices that have been followed by about 4 lakh Christians in Goa. While some church leaders say efforts have begun during the past on year to implement the recommendations of the Synod, they insisted that the church could not act in haste in this regard. (H)

WOMEN TRAFFICKING AS ORGANISED CRIME: Trafficking in women and children can be dealt with only when it is recognised as an organized crime and becomes a political issue attracting the attention of the society. This was the contention of those attending a workshop organized by Bailancho Saad at the Janata Vachanalay Hall in Vasco. (GT)

CABINET MEETING TODAY: The State cabinet meeting, which was postponed last week, has been called at the Secretariat conference hall, Panaji, at 2.30 pm today. (GT)

HOW GOA LOST ITS TECHNOLOGICAL EDGE: "The first science day was observed with great enthusiasm in Goa in 1987. This enthusiasm has waned considerably during the past 17 years. Government departments, which give a lot of importance to religious functions in their secular, public-funded premises do not care suo moto for science day or promotion of the scientific spirit�Goa has the unique and enviable distinction of having two sons of the soil holding powerful and influential positions in India's scientific, technological and research establishments. Dr Raghunath Mashelkar is the Director-General of CSIR. Dr Anil Kakodkar is the chairman of the Atomic Energy Commission. ONE FEARED DROWNED: An occupant of a tuck was feared drowned while the driver had a miraculous escape when a tuck fell into a river at Dadem in Sanvordem at 8 pm on February 23. (H)

WOMAN SUCCUMBS TO BURN INJURIES: One Salima Daudsaab Nadaf, aged 25 years, resident of Tisk-Usgao, succumbed to burn injuries sustained in a stove blast on February 18. (H)

MAN HANGS HIMSELF: One Shiv Kumar, a 35-year-old resident of Gadak, allegedly committed suicide at Borda in Margao on February 23 by hanging himself by using a bedsheet. (H)

SMUGGLING OF SANDALWOOD: The Cuncolim police have arrested Anjan Lingappa Valmiki Nayak of Karnataka along with a rickshaw driver, Akram Khan, at Balli junction while carrying sandalwood in a rickshaw. (NT)

SLUICE GATES FOR QUELOSSIM: The farmers in the sleepy hamlet of Quelossim in Cortalim may have something to cheer about, for the government has sanctioned the construction of sluice gates at Velvado which will enable at least 75 farmers to restart cultivating their fields, which had been lying fallow for almost a decade. SPARKS FLY AT SHIGMOTSAV MEET: Noisy scenes were witnessed at the annual general body meeting of the Margao Shigmotsav Samiti over the issue of delay in submitting the financial statement of the Shigmo celebration held last year. (GT)

MEET ON BIOLOGICAL PROCESSES: The National Institute of Oceanography, Dona Paula, in association with the Center for Tropical Marine Ecology, University of Bremen, Germany, is holding a two-day international workshop on "Bio-geochemical processes in the northern Indian Ocean" at Dona Paula, on February 24 and 25. MAPUSA TASK FORCE: The State government has reconstituted the Task Force for Mapusa, to consider the development of the town and to propose short and long term measures, including widening of roads, construction of new roads, new bridges, paths, gardens, bus-stand, market, recreation facilities, repairs of bundhs, etc. (H)

NEWSLETTERS OF PANCHAYATI RAJ: The quarterly newsletters of the Western India Panchayat Raj Forum in English (Sarpanch) and Marathi (Chawadi) were released at the symposium on "Society Peace" at Peaceful Society, Kundaim. (GT)

CASE FOR A PEOPLE-FRIENDLY CARNIVAL: "In an age where Cable TV culture is killing indigenous culture and promoting pop stars and models, the society must preserve its own cultural and art forms. From this rustic spirit should evolve the Carnival floats as happens in the case of the Shigmo. SHORTAGE OF STAFF: Staff shortage in the Deputy Director of Panchayat's office in South Goa has totally affected its functioning. Though the sanctioned staff strength is reportedly six, the state government never bothered to depute the actual number of personnel. Instead, it was forced to function with just half of the sanctioned limit. (NT)

COMPUTER REVOLUTION IN KARNATAKA: Coconut sellers are among the villagers paying from their meagre incomes to ensure that children have access to computers as a tech revolution sweeps through rural Karnataka. Villagers are keen to avail of the Azim Premji Foundation Karnataka government initiative, to provide community-learning centres in government primary schools.
