POPULIST BUDGET: Finance Minister Jaswant Singh's maiden budget for 2003-04 yesterday (Feb 28) belied middle class and industry expectations making no changes in direct tax rates but abolished the five per cent surcharge on personal income tax, retained the tax sops on housing loans and small savings, hiked the standard deduction and slapped a ten per cent surcharge on incomes about Rs.8.5 lakh. TIVIM RAPE CASE: The Mapusa police yesterday registered a case against Dharmendra Kauthankar of Tivim for allegedly kidnapping and raping minor girl from Tivim. (GT)
MINORS HELD FOR ROBBING: Three minors were arrested by the Bicholim police for allegedly robbing cash and gold ornaments worth about Rs.55,000 from the house of Mr Bashir Aga of Sanquelim. The three have since been sent to Bal Niketan on a 12-day remand. (NT)
KING MOMO TO USHER IN CARNIVAL: The Panaji Carnival committee in collaboration with the Directorate of tourism will organise the Carnival and Intruz Festival laying more emphasizes on traditional floats from Santa Cruz, Caranzalem, Salcete, Piedade and Divar today (Mar 1) between 2.30 pm to 3.30 pm. The committee will present a typical Intruz before the start of the parade. People are therefore requested to wear colourful clothes, hats, etc and attend the parade at least at 2.30 pm to see what exactly Intruz of the past was. BICHOLIM COUNCIL BUDGET: The Bicholim Municipal Council, on February 28, passed the balanced budget for the year 2003-2004. The estimated expenditure provision in the budget is Rs.2.86 lakh while the balance shown is Rs.25,500. The main revenue sources are octroi Rs.25 lakh, house tax Rs.30 lakh, rent Rs.50 lakh, sopo tax Rs.4.5 lakh. (NT)
JESUS' PORTRAIT AT CAMURLIM: The Our Lady of Candelaria Church at Camurlim saw streams of visitors in a bid to have a glimpse of the portrait of the sacred Heart of Jesus since Friday morning. When contacted, Parish Priest Fr Antonio Lopes said he expected a representative of the Bishop to come to the Church to take the portrait (a careful study) . (H)

ACCUSED CONFESSES: Mapusa police achieved a major breakthrough on Friday (Feb 28), when two persons arrested in connection with the attempted dacoity at the residence of Ivo Saldanha opposite the Mapusa Civil Court, confessed their involvement in causing the death of 77-year-old Edwin D'Cunha of Peddem-Mapusa. The Mapusa police had found a highly decomposed body of D'Cunha at his residence on November 11, 2002. (H)
REPAIR THESE ROADS: Despite servicing the virtual heart of the State's tourist industry the northern coastal belt, encompassing the villages of Sinquerim, Candolim and Calangute, roads in the area are in a pitiable condition. Accidents, involving foreign and domestic tourists and locals are a regular occurrence along the narrow roads where confusion reigns supreme. Despite covering a large area that is densely populated the belt does not have its own traffic police cell and police men attached to the Calangute police station are often put on traffic duty. (GT)
BSL ANNOUNCEMENT: BSNL Deputy General Manager KV Rao has informed that the BSNL would release about 12,000 connections all over South Goa, while one WILL exchange at Canacona will be commissioned by March end. HELMETS FROM 7 MAR: Use of helmets will once again be enforced along the state's highways from 7 March. In an innovative measure, meant to increase the effectiveness of the drive, all senior police officers will be issued notice books where they will be expected to note down numbers of offenders. Even if the challan is not issued on the spot it does not mean that violators will go scot-free since the challan may be issued later. (GT)
WELL, WATER REGULATION SOON: Digging of new wells, extraction and transportation of ground water in scheduled areas will be regulated soon after a date for enforcement of the Goa Ground Water Regulation Rules, 2003, is notified. The Act was passed in January last year. (GT)
EXHIBITION OF PAINTINGS: Kala Academy chairman Pratapsingh Rane will inaugurate "Goan Professional Artists", an exhibition of paintings, at the Kala Academy art gallery, Panaji, at 4 pm on March 3. The exhibition will be on view till 9 March from 10 am to 7 pm.

MAHASHIVRATRI, FESTIVAL OF LORD SHIVA: Chants of "Om Namah Shiva" and other religious ceremonies will echo in the air, as the Hindu community in the State will usher in Mahashivratri, the festival of Lord Shiva today (March 1). The festival symbolizes the wedding day of Shiv and Parvati. On this day, married women and unmarried girls perform "puja" with great faith and fervour, since Parvati is considered the Gauri, the giver of "suhag"good husbands, marital bliss and a long and prosperous married life. Some women fast throughout the day. The festival is celebrated in different temples in Goa. At Tambdi Surla, the festival is celebrated in a grand way. (H)
WEALTH OUT OF MINING ORE WASTE: "The iron ore and ferromanganese industry of Goa has revolutionized the State's economy during the past 60 years. From a few hundred metric tones of production in the forties, the industry has not exceeded to 15 million MT. Much of the production is exported to Japan, China and South Korea. Directly and indirectly the mining industry of Goa sustains thousands of jobs between Advalpale to Codlia mineral rich belt which cuts across the Mandovi and the Zuari basin. The mining industry brings to the nation about Rs.1000 cr in foreign exchange annually. At least seventy-five villages and towns like Bicholim, Sanquelim, Sanguem, Sanvordem in Goa have based their economies on mining industry.
